The federal government must reverse its cuts to climate protection and social spending in order to avert the immediate dangers of the climate crisis and the energy crisis for vulnerable groups and to preserve Germany's international credibility.
The revenues from the emissions trading scheme must remain entirely in the Climate and Transformation Fund and be directed specifically toward the electrification of industry, heating, and transport.
The coalition of organisations appeals to the governmental factions to withdraw planned cuts to climate protection and social security. Specifically, it calls for the retention of funds from the emissions trading scheme for the Climate and Transformation Fund as well as for the promotion of heat pumps and building renovations. An annual billion-euro renovation fund for the energy-efficient and heat-resilient modernisation of social institutions such as daycare centres and care homes is cited as urgent. The organisations point to the immediate consequences of extreme heat and the fossil energy crisis for health, the economy, and everyday life. They argue that the federal government, through its cuts, is missing the chance to end dependence on oil and gas. In addition, the fulfilment of international climate finance commitments is emphasised as a prerequisite for credibility and justice. The demands aim to protect vulnerable groups from heat while simultaneously reducing energy costs in the long term.

Specifically, the coalition appeals to the government parliamentary groups to retract the planned reallocation of 2.7 billion euros from the revenues of the emissions trading scheme and not to cut funding for heat pumps and building renovations. Furthermore, the organizations jointly urge the establishment of an annual one-billion-euro renovation fund for the energy-efficient and heat-resilient modernization of social facilities.
Viviane Raddatz, Managing Director of Network and Society, German Climate Alliance: “The extreme heat of this summer has clearly shown us how strongly the climate crisis is already burdening our daily lives, our health, and our economy. At the same time, the fossil energy crisis this year has demonstrated how costly our dependence on oil and gas is. Nevertheless, the federal government is cutting precisely those climate protection programs that could free us from this dependence. The government parliamentary groups are called upon to make urgent corrections. The revenues from emissions trading must remain entirely in the Climate and Transformation Fund and be specifically directed into the electrification of industry, heating, and transport.”
Kathrin Schroeder, Head of Politics and Global Future Issues, Misereor: “The cuts in the development budget jeopardize Germany’s credibility in international climate policy. We expect the federal government to reliably honor its commitment of at least six billion euros annually for international climate finance. By 2030, budgetary resources must increase to at least twelve billion euros annually. Solidarity, which is also expressed in climate finance, is not alms, but a step towards greater justice and human dignity.”
In the social sector as well, the organizations demand a course correction. Cuts to social benefits must be reversed.
Dr. Friedrich von Schönfeld, Chief Financial Officer, German Caritas Association: “In our nursing homes, daycare centers, and facilities for people with disabilities, it was over 30 degrees Celsius in the rooms for weeks this summer. Elderly and care-dependent people and small children need better protection from heat. Therefore, daycare centers, nursing homes, hospitals, and other social facilities must now be energetically renovated and retrofitted for heat resilience. This protects the people who live and work there and simultaneously permanently reduces energy costs for social service providers and municipalities. Non-profit organizations cannot shoulder these investments alone. Therefore, an annual one-billion-euro renovation fund from the federal government is needed.”
