The Canadian government must not deepen economic partnerships with India without first demanding accountability for the transnational oppression and violence against Sikhs in Canada.

Participating in trade negotiations without demanding accountability from India for foreign interference and transnational oppression is not diplomacy, but appeasement.

The World Sikh Organization of Canada (WSO) calls on the Canadian government to demand accountability for transnational oppression and violence against Sikhs ahead of trade negotiations with India. The text refers to a current visit by a large Indian economic delegation to Ottawa and warns against an 'appeasement' that ignores security concerns. As evidence of the threat situation, it cites quotes from the CSIS 2025 report as well as statements by Canadian security advisors that describe Indian interference and collaboration with criminal gangs. The WSO argues that the normalization of relations and the deepening of economic ties are not possible as long as Canadian citizens are exposed to threats and surveillance. The murder of Bhai Hardeep Singh Nijjar is named as a central point that must be clarified before the signing of new agreements. The organization presents itself as a non-profit advocacy body that defends the human rights and sovereignty of Canada.

Ottawa (May 25, 2026): In light of the high-profile visit to Canada by Indian Commerce and Industry Minister Piyush Goyal and Indian business leaders, the World Sikh Organization of Canada (WSO) is calling for accountability from India regarding ongoing and unresolved foreign interference, transnational repression, and violence targeting Sikhs in Canada. Indian Commerce and Industry Minister Piyush Goyal has arrived in Canada alongside more than 100 senior business representatives as part of what is being described as the largest Indian delegation ever to visit Canada. During the visit, the delegation is expected to meet with Prime Minister Mark Carney, Foreign Affairs Minister Anita Anand, and International Trade Minister Maninder Sidhu to advance negotiations on a Comprehensive Economic Partnership Agreement between Canada and India. WSO is aware of incidents in the past six months of individuals being surveilled, harassed and intimidated by agents of the Government of India. Over a dozen Sikh community members continue to live under the shadow of credible threats or “duties to warn.” These are not historical concerns, they are ongoing dangers. Canada’s own national security agencies and senior officials have publicly confirmed India’s ongoing involvement in interference and repression activities targeting Canadians on Canadian soil. The recently released CSIS Public Report 2025 states regarding India’s activities in Canada: “Historically, India has cultivated covert relationships with Canadian politicians, journalists, and members of the Indo-Canadian community, to exert its influence and advance its interests. This has included transnational repression (TNR) activities, such as surveillance and other coercive tactics meant to suppress criticism of the Government of India and create fear in the community. Given the presence in Canada of supporters of the Khalistan separatist movement, Canada must remain vigilant regarding potential TNR activities. India acts to counter perceived threats to its domestic stability, including Khalistan separatism. In Canada, advocacy for Khalistan separatism is lawful political activity.” Minister Piyush Goyal’s senior colleague, Indian Home Minister Amit Shah has been called out by Senior Canadian officials for having personally ordered a campaign of violence and intelligence-gathering against Sikh activists in Canada. Shah is widely considered Prime Minister Narendra Modi’s closest political ally. Canada’s former National Security Adviser Nathalie Drouin also testified before parliamentarians that India collected intelligence on Sikhs in Canada through diplomatic channels and proxies, then passed it on to Indian authorities who worked with the Lawrence Bishnoi gang. The Bishnoi Gang has been listed by Canada as a terrorist entity in September 2025. Indian High Commissioner to Canada, Dinesh Kumar Patnai, continues to deny any role by the Government of India in transnational repression or foreign interference in Canada. WSO President Danish Singh said: “Engaging in trade negotiations without accountability from India on foreign interference and transnational repression is not diplomacy, it is appeasement. The Government of Canada cannot normalize relations and deepen economic ties while Sikh Canadians continue to face threats, intimidation, surveillance, and violence linked to the Indian government and its proxies. Canadian Sikhs continue to face coordinated disinformation campaigns, intimidation, and threats from India. The same government accused of orchestrating violence and repression against Canadians cannot be treated as a normal trade partner without accountability and meaningful action.” WSO calls on the Government of Canada to ensure that any discussions with India prioritize accountability for the murder of Bhai Hardeep Singh Nijjar, foreign interference, transnational repression, and threats to Canadian sovereignty and public safety before pursuing expanded trade and investment agreements. WSO is a non-profit national organization with a mandate to promote and protect the interests of Canadian Sikhs as well as to promote and advocate for the protection of human rights of all individuals.
