Lasting peace and social trust arise only through the synergistic connection between the rule of law and individual moral character.
Our character protects our conscience and the law protects the order of society. Both are fundamental values. And where they complement each other, we experience justice, trust, and peace.
The text argues that peaceful coexistence is based on a symbiosis of legal order and individual character. It defines law as the protection of social structure and character as the guardian of conscience, which complement each other. As a historical model, the Constitution of Medina is cited, in which the Prophet Muhammad established a multi-religious social order. The text appeals to the listeners to actively live these values in family, work, and public life. It is emphasized that laws alone are not sufficient to establish trust and lasting peace. The observance of law and the cultivation of good character are presented as central expressions of being Muslim. Finally, divine help is requested to promote unity and justice in society.

Dear Muslims!
We human beings are social creatures. We do not live alone, but in community. And in order for us to live together in peace, we need shared values. These include agreements that society agrees upon and implicitly signs. Our character protects our conscience, and the law protects the order of society. Both are fundamental values. And where both complement each other, we experience justice, trust, and peace. In the Noble Quran, our Creator says: “O you who believe! Stand firmly for justice, as witnesses for Allah, even if it be against yourselves or parents and relatives. Whether one be rich or poor, Allah is closer to both. Do not let your desires lead you astray from justice. If you twist [the truth] or turn away [from it], indeed, Allah is Knowing of all that you do.” [1] With these words, Allah has shown us the foundations of social life.
Beloved brothers and sisters!
The law secures the rights of people. Character ensures that these rights are respected from the heart. Laws can prevent injustice. But planting goodness in hearts is the task of character. A strong character is shown in the fact that we preserve what is entrusted to us even where no one sees us; that we guard against violating the rights of others; that we do not turn away from sincerity; and that we listen to the voice of our conscience.
Our Prophet (s) established a social order in Medina. In this order, people of different religions and nations could live together in peace. It was based on justice and mutual responsibility. This order was recorded in the “Constitution of Medina.” The life of our Prophet is the clearest example of how law can be combined with good character. For where there is no justice, there is no trust. And where there is no strength of character, there is no lasting peace.
Esteemed Muslims!
Today, we must more than ever keep alive the values of a beautiful character and respect the law. This begins in our own family. It continues in all areas of society. In road traffic, in professional life, in commerce, and in our relationship with our neighbors. In short: in every relationship we enter into with society, with public institutions, and with everything that surrounds us. Respecting the law is part of our being Muslim. Whoever preserves the rights of others, keeps their word, protects what is entrusted to them, and acts sincerely, attains the pleasure of Allah. And at the same time, they build trust in society. Our Prophet (s) said: “A Muslim is the one whose tongue and hand are safe for other Muslims. And a believer is the one in whom people place their trust regarding their lives and their property.” [2]
Esteemed brothers and sisters!
Let us not forget: Strong societies do not exist solely through laws. They exist through high character values and through people who carry these values within themselves. May our Lord make us servants who do not deviate from justice. Servants who respect the law and take good character as the guide of their lives. And may He grant our society unity, peace, and trust. Amen!

Verehrte Muslime!
Amin!
