The planned reduction of e-bus subsidies endangers the achievement of climate goals, Germany's economic standing, and thousands of jobs, which is why the federal government must maintain the funding.

If the federal government actually cuts its subsidies from this year to next by more than two-thirds, then e-bus procurement will be slowed down and many transport operators will have no choice but to purchase diesel buses again.

The text presents the findings of a study that analyses the economic and climate-policy impacts of e-bus subsidies in Germany. It is explained that a large proportion of the subsidy funds benefit the domestic industry and have driven the transformation of public local transport. The authors warn that a planned reduction of the subsidy funds by the federal government would slow down the procurement of electric buses and lead to a return to diesel buses. This would have negative consequences for climate protection, as pollutant emissions in cities would rise. In addition, value creation is at risk of moving abroad if European manufacturers are no longer able to remain competitive. The study argues that the subsidies are essential for securing jobs in the mobility sector and strengthening Germany's economic standing. Transport operators and industry representatives call on the federal government to withdraw the cuts in the draft budget and to create reliable framework conditions for investment in future technologies.

The study examines for the first time what the e-bus subsidy brings for the economy and employment in Germany. The result is a success story for the economic and industrial location. Around 72 percent of the subsidy funds benefit the domestic industry and suppliers. German and European manufacturers such as Daimler Buses, MAN, and Iveco are among the market leaders in Germany and Europe. Transport companies and cities have been successfully transitioning from diesel to locally emission-free buses for around a decade. They have invested heavily in charging infrastructure, depots, and new electric buses. "By 1 July 2026, more than 6,000 locally emission-free buses were already in operation in Germany, which corresponds to around 12 percent of all route buses operating in Germany. By 2030, at least 65 percent of the buses to be procured must be emission-free. This is not possible without the support of the federal government and the states in the form of subsidy funds for this important transformation. If the federal government actually cuts its subsidy from this year to next by more than two thirds, then e-bus procurement will be slowed down and many transport companies will have no choice but to procure diesel buses again. In these times, it is important that we invest in future technologies in Germany to strengthen the economic location and secure jobs," emphasizes VDV Vice President Paul Hemkentokrax. "The e-bus subsidy provides cities, municipalities, and manufacturers with the necessary planning security to continue advancing the transformation of public local transport. For this path to be successfully continued, it is essential that the federal government sticks to the decided e-bus subsidy, and that in the previous scope, and creates reliable framework conditions for further investments," says Till Oberwörder, CEO Daimler Buses. The study shows that transport companies without sufficient subsidy would increasingly purchase vehicles from outside Europe in the short and medium term, because electric buses are expensive to purchase. This threatens to shift value creation abroad, instead of strengthening a German future industry and the climate. Due to the planned cut, funds for 7,200 electric buses are missing. They would then not be purchased at all, ordered from manufacturers outside Europe, or replaced by significantly cheaper diesel buses. "Anyone who lives on a street or waits at the bus stop in the morning notices the difference immediately, because electric buses drive quietly and without exhaust. Every diesel bus that is now purchased instead of an e-bus burdens the air in our cities with pollutants well into the 2040s. And it is about more than clean air. The e-bus subsidy is a central measure of the climate protection program in the transport sector. Without sufficient federal subsidy, Germany risks missing its climate targets even further," explains Viviane Raddatz, Managing Director of Network and Society at the Climate Alliance Germany. The cut hits the industry in economically difficult times anyway. "The mobility sectors in Germany are under high pressure, this applies to the automotive industry as well as to the bus segment. Investments in future technologies and corresponding political framework conditions are central for the location and employment. Through the current subsidy, more than 1,000 good jobs in the electric bus industry can be secured, which strengthens the economy and regions. With an expansion of the subsidy by 25 percent, a further 3,000 jobs could be created annually. To slow down this positive development would have adverse consequences. Germany is leading here in quality, technology, and manufacturing, and that should remain so. This requires long-term planning security for the manufacturers instead of short-term budgetary cuts," explains Jürgen Kerner, second chairman of IG Metall. The Association of German Transport Companies and the Climate Alliance Germany are calling on the federal government to build on the successes of the previous funding of e-buses, to stick to the agreed electrification targets, and to withdraw the planned cuts in the draft budget.
