Responsibility · main message Justice · carrying

The planned weakening of CO2 requirements for new cars in the EU endangers climate protection and enables the registration of millions of combustion-engine vehicles beyond the previous end date.

Martin Kaiser, executive director of Greenpeace, sees a threefold danger in this:

The text reports on a consensual weakening of the EU regulation, under which new cars must reduce their CO2 emissions by only 90 percent by 2035 instead of to zero. Greenpeace criticises that this weakening is not to be tied to conditions such as the use of green steel. As a result, millions of new cars with combustion engines would be registered in the EU beyond the previous end date. Martin Kaiser, executive director of Greenpeace, sees a threefold danger in this. The text is focused on a political agreement between Germany and France and refers to current media reports. The core message is a warning against a dilution of climate targets in the automotive sector.

Hamburg, 16 October 2026 – Germany and France apparently want to further dilute the Europe-wide transition to emission-free cars. As media reports consistently state, Federal Chancellor Friedrich Merz (CDU) and French President Emmanuel Macron have agreed that new cars in the EU must only reduce their CO2 emissions by 90 percent by the year 2035. Until now, it had been required that emissions be reduced to zero by that year. Unlike the European Commission’s proposal, the weakening is not to be linked to conditions for manufacturers, such as the use of green steel. As a result, millions of new cars with internal combustion engines would be approved in the EU beyond the previous deadline. Martin Kaiser, Executive Director of Greenpeace, sees a triple danger in this:
