The federal government's reform packages must be improved in light of the vote of no confidence in democracy and expanded to address gaps in justice in pensions, health care, and taxation, rather than being pushed through against resistance.
The text analyzes the AfD's election in Saxony-Anhalt and interprets it as a reaction to reform policies of the federal government that are perceived as socially unjust. It identifies a cluster of causes comprising global crises, inflation, the urban-rural divide, and identity problems in eastern Germany. The central question is whether the reform packages should be improved or pushed through in light of the vote of no confidence. The text clearly argues for improving and expanding the pension, health care, and tax reforms. It criticizes gaps in justice in the social systems, the two-tier health care system, and the unequal taxation of income and capital. As an argument about the political system, it emphasizes parliamentary debate over swift executive action. The text concludes with an appeal for more measured debate on fundamental questions.

Many have spoken out in recent days about September 6th: shocked, appalled, soberly analyzing, but hardly truly surprised. For the misfortune was, unfortunately, foreseeable. The reform policy of the federal government, which many people felt was profoundly antisocial, was the decisive trigger and amplifier for the blue-brown landslide victory of the AfD in Saxony-Anhalt. At least in this poor, little multicultural federal state, weakened not by immigration but by emigration, it successfully "hijacked" the social question from the SPD and the Left, but also from the Christian Social wing of the CDU (Jana Hensel). Explicitly neo-völkisch identity politics played only a lesser role in the election campaign; more important was identitarian "Ostalgie" and a warm "we" feeling, underpinned by the diligent real presence of the AfD, especially in the rural areas.
The fact that the AfD program is economically contradictory and rather harms people with small money bags has not prevented many citizens who feel disregarded from voting blue this time. More important was the gut feeling that fundamentally something had to "get back on track" again, not just in the East. And that one had to tell the "old" parties off once, because they apparently could not resolve the system crisis. The false attribution of blame to migrants, many are happy to ignore.
The bundle of causes certainly also includes the global crises (wars, climate, etc.), inflation, the transformations of digital financial capitalism, the populist trends toward the authoritarian and toward national isolation, the simmering system crisis in "Germany Inc.", the growing sociocultural and economic urban-rural gap, and on top of that the "East-typical" consequences and identity problems after the partially failed unification.
For the field of action "defending democracy," many good solutions have been proposed in recent weeks, above all the strengthening of civil society, civil courage, and democratic networking. And for the particularly brave, the active resettlement of the rural area through agricultural cooperatives, cultural initiatives, and "pioneers."
Today, only the question should be discussed whether it makes sense, in the face of this massive vote of no confidence against the federal government and also against the federal chancellor personally, to "reopen" the reform packages, or whether the reforms should be "pushed through" quickly despite great resistance, as above all spokespeople of the economy are demanding.
A clear yes! The opportunity should be seized to learn from this and to improve and expand the reform packages, even if it is difficult. The pension, health, and tax reforms suffer from the fact that justice gaps that have grown over decades are being excluded. Both gaps within the systems and injustices in society as a whole. This leads to them being perceived overall only as cuts.
Widely spread is the impression that the rich are getting richer and the small ones, especially in the "provinces," are being left further and further behind, economically, culturally, and in terms of transport technology. It is symbolically fatal that the ICE from Hannover to Berlin simply races through "Siberia." In addition, there is the criticism of the simultaneity of many small austerity measures with the large, credit-based investments in rearmament and infrastructure, which appears like a bottomless barrel. With a reasonably balanced, convincingly justified distribution of burdens, they would be easier to justify.
Under Schröder's Agenda politics, at least the consensus-building goal was communicated: to reduce unemployment and put the labor market in order. Today's reform goals are abstract; applause from the young or from climate activists is absent.
Let us look more closely, first at the pension. "Volksschule Sauerland" (Franz Müntefering) is enough for the realization that the pay-as-you-go principle has been thrown into a lurch by demographics. But there are too many open questions, unfortunately long delayed, and it is not made clear that "demands are being made of all vested interests" (foreword of the Pension Commission). Many – if any at all – benefits to be financed from taxes were saddled onto the pension insurance. Civil service pensions are not included; the life expectancy of different professions and the options for supplementary income are given too little consideration; many small pensions should actually be supplemented directly by a state basic pension; the early retirement variants are too often used by high earners who can afford the deductions.
Here improvements must be made; 45 working years are enough for those who work hard. It is positive that capital market gains are to be drawn upon for financing. But here, for example, much more would be possible with sovereign wealth funds. On the topic of a "fair intergenerational contract," a balanced civic service (military or civilian service) also belongs.
The health reform suffers from the fact that the two-class medicine is not touched. The medication co-payment causes outrage, especially given that it is known that in Europe abroad many medications are considerably cheaper. Fund board members gamble with the funds' money. But the obligation to issue a sick note is to apply from the first day – a shabby vote of no confidence in the citizens. And of all things, it is in psychotherapy that savings are being made. The impression remains that here too a few, with the blessing of the state, line their pockets, and that the majority covered by statutory insurance had best not get sick.
The greatest injustice, however, lies in taxation. High incomes, capital gains, large inheritances, and also financial transactions are to be taxed considerably more heavily, so that a feeling again sets in that honest work and commitment are worthwhile and that things are going along fairly as a whole. Manager liability also has to bite harder.
Finally, a political system argument for improvement: In a democracy, the parliaments decide on the laws, institutions, and framework conditions. Not expert commissions. The executive sometimes has to act quickly, as it has shown, for example, during the Corona period (naturally not uncontested), in gas procurement in the Ukraine war, or in the (fatally ineffective for containing the AfD) border controls. Parliamentary deliberations and majority-building, however, often need time and are sometimes laborious. All the more so in the case of long-delayed welfare state reforms. Coalition agreements, on the other hand, are not in the Basic Law; they are not carved in stone and must be adapted to new realities and political challenges – not the other way around. As a humanist, I say: Please, on matters of principle, more deliberative debate and less snap decisions!
