The assumption that right-wing radical parties would disenchant themselves in power is not empirically supported; on the contrary, they gain in popularity through participation in government, and concrete institutional levers allow them to gradually instrumentalize the judiciary and the domestic intelligence service.

The widespread idea that governmental responsibility would tame right-wing radical parties cannot be empirically substantiated at all. On average, right-wing radical parties gain in popularity when they come to power.

The text picks up the widespread idea that the AfD would disenchant itself in power and calls it into question. Using the example of Saxony-Anhalt, where the AfD reached 43.8 percent, it sketches the concrete powers of a state government in the areas of the judiciary and the domestic intelligence service. It is explained how an AfD-led government could exert influence over courts and the domestic intelligence service through directive powers, personnel policy, and budgetary decisions. A study by Hermes and Klüver is cited, according to which right-wing radical parties on average gain in popularity through participation in government. The text argues that the idea of self-taming is not empirically supported. Instead, the following holds: power makes powerful. The AfD could achieve a signaling effect for the federal level through a presentable appearance and a successful state government. The text concludes that there is less to support the disenchantment narrative than the thesis of power expansion.

Politics Analysis "Let the AfD Disenchant Itself in Power" – What to Make of This Often-Heard Idea Just let them do it. The AfD will disenchant itself once it is in power. It will then become clear that it cannot do the job, and the voters will turn away from it again and punish it in the next election. Really? Peter Kurz 18.09.2026 AfD lead candidate Ulrich Siegmund during the 2026 Saxony-Anhalt election campaign. Photo: Roy Zuo via Wikimedia Commons CC BY-SA 4.0 Phrasings like the ones mentioned are heard when someone consoles themselves and takes heart, for whom the AfD's electoral success in Saxony-Anhalt (43.8 percent) or high poll numbers for the party elsewhere are not at all acceptable. It is also pointed out that things will not turn out so bad – see the government of Giorgia Meloni in Italy. Indeed, it would even have its good side if the AfD were itself drawn into government affairs, then it could no longer claim to be excluded. And after all, this corresponds to the will of the voters. That is simply democracy, when a party is democratically elected. How democratically it then acts is not questioned. Besides, it is currently only about the small Saxony-Anhalt with its slightly more than two million inhabitants. Well, perhaps very soon elsewhere as well. On Sunday it is election day again. The reference to "That is far away and only concerns a small insignificant federal state" naturally comes easily when one has no empathy for the people living there, more than 50 percent of whom have just not voted for the AfD, but now fear what may be coming at them. A shrug comes easily when one does not feel affected, because one does not have dark skin or belongs to one or another political or ideological minority that is targeted by the AfD program. Were there to be an AfD government in a federal state – and in the case of Saxony-Anhalt that is within reach – the political consequence we also know from the USA under Donald Trump could soon show itself: power makes powerful. This applies in all the areas in which the state, according to our federal constitutional structure, has competences: in particular in the deployment of the police, in the judiciary, in the area of culture. Example: Judiciary A government led by the AfD could appoint the justice minister. Even if they do not exercise it frequently – justice ministers have a so-called right of instruction over the public prosecutor's offices. They can issue instructions to the public prosecutor's office on whether criminal proceedings should be discontinued or initiated. And how the judiciary can also be personnelly restructured over a longer period has already been shown by the "Judiciary Project" of the Verfassungsblog last year, about which the hpd reported. In the "Judiciary Project" the following scenario was developed: An administrative court, known for particularly harsh decisions in asylum proceedings, receives more new judicial positions. At other courts, positions are cut. Judges who have expressed internal criticism of ministerial plans are assigned inexperienced or overworked judicial clerks. At the same time, through informal instructions within the management, certain departments are given preferential treatment – for example those in which judges sit who belong to the authoritarian-populist party or are loyal to the leadership. The next step is the conduct of asylum proceedings at only one administrative court in the state. Through promotions, disciplinary measures, or budgetary decisions, the personnel at this court is gradually replaced until it is entirely brought in line with the populist party. A scenario of this kind is not only presented in the "Justice Project" for the courts of instance. That is, the courts that have direct points of contact with the fate of citizens. The authors of the study also show how a populist party could step by step intervene in the decision-making authority of the respective state constitutional courts. These lesser-known but by no means unimportant courts have the potential to give the politics of a state government a green light for their projects through favorable rulings. Example: Constitutional Protection Like other federal states, Saxony-Anhalt has a state constitutional protection agency. This agency has assessed the AfD in the federal state as confirmed right-wing extremist and monitors the party accordingly. Now, the constitutional protection agency is subordinate to the Ministry of the Interior. An AfD minister of the interior could replace the head of the constitutional protection agency and thus make the directive that the monitoring of the AfD is to be discontinued and the priorities of intelligence activities are to be shifted. The AfD minister of the interior could gain access to the files of his constitutional protection agency and review the information collected by covert means (including the sources) that substantiate the previous classification as right-wing extremist. The matter is also likely to have effects on the cooperation of the state constitutional protection agency with other constitutional protection authorities of the states and the federal government. What then becomes of the collaboration in the joint terrorism prevention center, of access to joint data sets, if the other offices are reluctant to forward their findings to Saxony-Anhalt, because precisely these findings could be misused? "The widespread idea that governmental responsibility would tame right-radical parties cannot be empirically substantiated at all" Annika Hermes is a doctoral candidate at the Institute of Social Sciences of Humboldt University in Berlin. Together with the professor of political science Heike Klüver, she conducted a study titled "Can Integration into Governments Break the Attractiveness of Extreme Right Parties?" Over a period of 47 years, more than 1,200 governments in 57 democratic countries were examined. In an interview with the news channel ntv, Annika Hermes summarized the results: "Government participation does not harm parties of the radical right, rather they gain through government participation up to the following election. On average, we determined a gain of five to six percentage points." Asked whether government participation would probably not weaken but strengthen the AfD, Hermes answered: "Based on the results of our study, we cannot make predictions about how the results would look in this specific case − especially since there has never been a government participation of the AfD in Germany. What we can say is: The widespread idea that governmental responsibility would tame right-radical parties cannot be empirically substantiated at all. On average, right-radical parties gain in popularity when they come to government." The AfD's calculus, which already dreams of a federal chancellor Alice Weidel, could be that a "salon-capable" appearance of a minister-president from their own ranks in public would have an effect and that limits, also limits of the sayable, would shift further. And: A successfully governed federal state is supposed to have a signaling effect for the next federal election according to this plan. What "successfully governed" is supposed to mean is, of course, a matter of opinion. And should there be problems with an AfD-led state government, it will be easy for the party, through its massive presence in social networks, to shift the blame for this onto others who would have hindered them from successful work. In the end, there is probably less to be said for "just let them do it, she will unmask herself" than for the more realistic "power makes powerful."
