Observing traffic rules and adhering to religious etiquettes while driving are Islamic obligations that arise from the Quran, the Sunna, and the protection of life and property.

Observing those rules that do not contradict the provisions of the Islamic Sharia is obligatory under the Sharia.

The text is an Islamic sermon on the etiquettes of driving in the light of the Quran and the Sunna. It derives the permissibility and gratitude for vehicles from Quranic verses and applies them to modern inventions such as automobiles. Ten rules of conduct are listed: gratitude, permissible intention, Tawakkul, remembrances when getting in, observing traffic rules, moderate driving, removing harm, cooperation, lowering the gaze, and good character. Traffic rules are presented as obligatory under the Sharia, provided they do not contradict the Sharia. Quotations from the Quran, Hadith, and fatwa-like statements from sheikhs support the argumentation. The text connects religious obligations with concrete everyday instructions in road traffic.

The Etiquette of Driving a Car in the Light of the Quran and the Sunnah Indeed, all praise is due to Allah; we praise Him and seek His help. Whoever Allah guides, none can mislead, and whoever He misleads, none can guide. And I bear witness that there is no god but Allah alone, with no partner, and that Muhammad is His servant and His Messenger, may the blessings and peace of Allah be upon him. As for what follows: Fear Allah, O servants of Allah, and thank Him for His blessings. "And whatever blessing you have, it is from Allah. Then, when distress touches you, to Him you cry out" [An-Nahl: 53]. And among His blessings, glorified is He, are the means of transport in the ancient and the recent past. He, the Most High, the Most Exalted, said: "And the livestock He has created for you; in them is warmth and various benefits, and from them you eat. And for you in them is beauty when you bring them in the evening and when you send them out in the morning. And they carry your loads to a land you could not have reached except with great difficulty to yourselves. Indeed, your Lord is Most Merciful and Compassionate. And horses, mules, and donkeys for you to ride and as adornment. And He creates that which you do not know" [An-Nahl: 5, 8]. Sheikh Muhammad al-Amin al-Shanqiti, may Allah have mercy on him, said: "In this noble verse, it is stated that He creates that which the addressees did not know at the time of its revelation, and He made ambiguous what He creates by referring to it with a relative pronoun, and He did not specify here anything of it. However, the context of mentioning it in the course of expressing gratitude for the means of transport indicates that some of it is among the means of transport. And this has been witnessed in the blessings of Allah upon His servants with means of transport that were not known at the time of the revelation of the verse, such as airplanes, trains, and cars." End of quote. Al-Izz ibn Abd al-Salam mentioned in his book "Qawa'id al-Ahkam" that among the worldly interests that are realized for people are means of transport, for in them the interest for people is realized by their transportation and the carrying of their loads. And he divided interests into three categories: otherworldly, worldly, and those that have both interests. And he divided the worldly into what is realized in its attainment, such as the interests of means of transport, and what is expected in its attainment, such as trade. So the interest of means of transport is realized, and the car today is among the most important means of transport, and there is no doubt that it has had a tremendous impact on the lifestyle of people, and perhaps no invention or discovery has had more impact on societies and faster than the car. And it remains to this day among the most important means of transport. And the means of transport, including cars, are among what Allah has bestowed upon the children of Adam and honored them with. He, glorified is He, said: "And We have certainly honored the children of Adam and carried them on the land and upon the seas and provided for them of the good things and preferred them over many of those We have created, with [distinct] preference" [Al-Isra: 70]. And the Noble Quran has encompassed the interests of people in this world and the Hereafter. He, the Most High, said: "We have not neglected in the Book anything" [Al-An'am: 38]. And among the most important causes of falling into violations during driving are: ignorance of the etiquettes that the Sharia has encouraged, ignorance of traffic regulations, and ignorance of driving regulations. And among the etiquettes that accompany the driver of a car: First: Being aware of the blessing of Allah in facilitating this vehicle. "And if you should count the blessings of Allah, you could not enumerate them. Indeed, man is oppressive and ungrateful" [Ibrahim: 34]. Second: That the intention of driving be permissible. He, may the blessings and peace of Allah be upon him, said: "Actions are only by intentions, and every person will have only what he intended." Narrated by al-Bukhari and Muslim. Ibn Hajar said: "Indeed, Allah created them for riding and adornment, so whoever uses them for that has done what has been permitted to him. If his action is accompanied by the intention of obedience, it rises to the level of being recommended, or if the intention of disobedience, he commits a sin." End of quote. Thirdly: Reliance upon Allah during departure and riding in the car, ﴿فَإِذَا عَزَمْتَ فَتَوَكَّلْ عَلَى اللَّهِ إِنَّ اللَّهَ يُحِبُّ الْمُتَوَكِّلِينَ﴾ [Al Imran: 159], and among this: reciting the supplication for leaving the home, safeguarding the car and inspecting it, especially before traveling in it, using safety measures such as fastening the seatbelt and passengers sitting in the designated places, and not driving during fatigue and exhaustion. Fourthly: Adherence to the legislated remembrances, such as reciting the remembrances for riding in the car. He, Glorified and Exalted, said: ﴿وَالَّذِي خَلَقَ الْأَزْوَاجَ كُلَّهَا وَجَعَلَ لَكُم مِّنَ الْفُلْكِ وَالْأَنْعَامِ مَا تَرْكَبُونَ * لِتَسْتَوُوا عَلَى ظُهُورِهِ ثُمَّ تَذْكُرُوا نِعْمَةَ رَبِّكُمْ إِذَا اسْتَوَيْتُمْ عَلَيْهِ وَتَقُولُوا سُبْحَانَ الَّذِي سَخَّرَ لَنَا هَٰذَا وَمَا كُنَّا لَهُ مُقْرِنِينَ * وَإِنَّا إِلَىٰ رَبِّنَا لَمُنقَلِبُونَ﴾ [Al Zukhruf: 12-14], and (from Ali ibn Rabi'ah, who said: I witnessed Ali, and a mount was brought to him to ride, so when he placed his foot in the stirrup, he said: "In the name of Allah" three times, so when he settled on its back, he said: "All praise is due to Allah," then he said: ﴿سُبْحَانَ الَّذِي سَخَّرَ لَنَا هَٰذَا وَمَا كُنَّا لَهُ مُقْرِنِينَ * وَإِنَّا إِلَىٰ رَبِّنَا لَمُنقَلِبُونَ﴾ [Al Zukhruf: 13, 14], then he said: "All praise is due to Allah" three times, "Allah is the Greatest" three times, "Glory be to You, indeed I have wronged myself, so forgive me, for indeed there is no one who forgives sins except You," then he laughed, so I said: From what did you laugh, O Commander of the Believers? He said: I saw the Messenger of Allah, may the peace and blessings of Allah be upon him, do as I did, then he laughed, so I said: From what did you laugh, O Messenger of Allah? He said: Indeed your Lord is amazed at His servant when he says: My Lord, forgive my sins, for indeed there is no one who forgives sins except You) narrated by al-Tirmidhi and he graded it authentic, and in a narration he said: (All praise is due to Allah who has honored us and carried us on land and sea, and provided for us from the good things, and preferred us over many of those He created with a great preference) narrated by Ibn Hibban in his Sahih and al-Albani graded it authentic. Fifthly: Compliance with traffic regulations, and among what falls under the generality of preserving oneself and one's wealth: preserving the safety of car drivers, passengers, and pedestrians from accidents. And it has come in the resolution of the Islamic Fiqh Academy, number 71: (Indeed, compliance with those regulations that do not contradict the rulings of the Islamic Sharia is obligatory by the Sharia) end of quote. And Sheikh Ibn Baz, may Allah have mercy on him, said: (It is not permissible for any Muslim or non-Muslim to contradict the state's regulations in the matter of traffic, because of the great danger therein upon him and upon others, and the state, may Allah grant her success, has only established this out of its concern for the interest of all and repelling harm from the Muslims, so it is not permissible for anyone to contradict this, and the authorities have the right to punish whoever does this with what deters him and his like, because Allah, Glorified is He, deters by the authority what He does not deter by the Quran, and most of creation are not deterred by the deterrent of the Quran and the Sunnah, but rather they are deterred by the deterrent of the authority with various punishments, and that is only due to the little faith in Allah and the Last Day) end of quote. And Sheikh Ibn Uthaymeen said: (Indeed, the regulations of the rulers that do not contradict the Sharia must be taken and implemented, and among those regulations are the traffic regulations that the government has established controls for, which people follow so that there is no chaos, confusion, or aggression, and it is obligatory upon the subjects to observe and apply them) end of quote. Sixth: Walking with moderation, without excessive speed or harmful slowness. He, the Most High, said: "And the servants of the Most Merciful are those who walk upon the earth in modesty and when the ignorant address them, they say words of peace" [Al-Furqan: 63]. And He, the Exalted and Majestic, said: "And do not turn your cheek [in contempt] toward people and do not walk through the earth exultantly. Indeed, Allah does not like everyone self-deluded and boastful. And be moderate in your walk and lower your voice. Indeed, the horribleness of voices is the donkey's bray" [Luqman: 18, 19]. Seventh: Removing harm from the roads. He, may the blessings and peace of Allah be upon him, said: "While a man was walking along a road, he found a thorn branch on the road and removed it, so Allah was grateful to him and forgave him." It was narrated by al-Bukhari and Muslim. And Abu Barza, may Allah be pleased with him, said: "I said: O Messenger of Allah, teach me something that will benefit me. He said: 'Remove harm from the path of the Muslims.'" It was narrated by Muslim. And if the driver is commanded to keep harm away from the road, then it is all the more necessary that he not commit harm, such as throwing waste on the road, stopping in front of people's houses, and restricting them. Ibn Qudama said: "And among the reprehensible things: tying animals on the road in such a way that they restrict and harm people, so it is obligatory to prevent that, except when it is to the extent of need for dismounting and mounting." He ended. And among the harm: the standing of the able-bodied in the places designated for those in need. And among the harm: using the car horn in residential areas or in a disturbing manner. And among the harm: using strong high beams at night on the roads. Eighth: Cooperation among drivers on the road. Ninth: Lowering the gaze from the prohibitions of the Muslims, especially when stopping at signals. He, may the blessings and peace of Allah be upon him, said: "Give the road its right." They said: "What is the right of the road, O Messenger of Allah?" He said: "Lowering the gaze..." The hadith was narrated by al-Bukhari and Muslim. The Second Sermon All praise is for Allah alone, and blessings and peace upon the one after whom there is no prophet. As for what follows: Among the etiquettes: Tenth: To treat people with good character, so that he is patient with harm and seeks his reward from Allah, and repels with that which is better, and forgives and is gentle, and that he loves for his fellow Muslim drivers what he loves for himself, and helps the one among them who is in difficulty, and that he greets with peace those he knows and those he does not know. Eleventh: Not to travel the roads without a purpose. (The Messenger of Allah, may the blessings and peace of Allah be upon him, said: "The feet of a servant will not move on the Day of Resurrection until he is asked about his life and what he spent it in, about his knowledge and what he did with it, about his wealth and where he earned it and what he spent it on, and about his body and what he wore it out with.") It was narrated by al-Tirmidhi and he graded it as authentic. Twelfth: Fulfilling trusts to their rightful owners, for the car that he drives may not be his property; it may be owned by the state or by his work or rented, so he should take care of it as he takes care of his own car. Thirteenth: Not throwing oneself into destruction. He, the Most High, said: "And do not throw yourselves into destruction, and do good. Indeed, Allah loves those who do good" [Al-Baqarah: 195]. So it is obligatory to repair what the failure to repair would be a cause of danger, and to avoid driving in weather conditions that prevent seeing the road and others, and not to be distracted from driving by the mobile phone or looking to the right and left, and not to leave fastening the seatbelt, and not to cross the designated lane line, and to avoid the actions of the foolish by drifting, running signals, and deliberately causing accidents, for it usually leads to boasting and arrogance and the wasting of wealth, and it may lead to the destruction of himself or another. And to Allah alone belongs the praise for the decrease in the number of car accidents in the Kingdom, then for the adherence to traffic regulations and the firmness in applying them, where the number of deaths in traffic accidents in the year 1440 reached (5754) deaths, and the number of injuries (32910) injuries, and in the year 1444 it reached (4555) deaths, and the number of injuries (24400) injuries. O Allah, keep us and our descendants safe among those You have kept safe. So let us thank Allah for His blessings, among which is the blessing of cars, and let us use them in His obedience, and let us fill our times with reading His Book and reflecting upon it, and let us increase in sending prayers and peace upon our Prophet, may Allah's prayers and peace be upon him, in our time generally and on the day and night of Friday specifically, for indeed our prayers are presented to him, and whoever sends upon him one prayer, Allah sends upon him ten, and whoever Allah sends prayers upon, He suffices him in what concerns him of the matters of his worldly life and his hereafter, and forgives him his sin...
