The state and its institutions, in particular medicine and education, must be ideologically neutral, and the Central Council of the Non-Confessional will strengthen its work to enforce this neutrality with expanded funding.
We need an ideologically neutral medicine in an ideologically neutral state
The text reports on a strategy retreat of the Central Council of the Non-Confessional on 11 and 12 September 2026 in Erfurt. The first workshop dealt with reproductive self-determination and the case of Lippstadt's chief physician Joachim Volz, whose Catholic hospital operator had prohibited him from performing abortions. Michael Schmidt-Salomon called for an ideologically neutral medicine in an ideologically neutral state. Benjamin Stibi provided a legal assessment of the case and described it as a political-media success. The second workshop discussed the possibility of non-denominational schools in a non-denominational state. Philipp Möller referred to the support of the GEW and argued that children should not be separated according to the beliefs of their parents. The executive board was re-elected for two more years, and the Central Council will receive additional funding from the Julian Huxley Foundation starting in 2027. Planned activities include, among others, an event on the scale of the Parliamentary Evening, a presence at party congresses, and a registration for the Church Congress 2027 in Düsseldorf.

In the first workshop, Michael Schmidt-Salomon of the Giordano Bruno Foundation (gbs) traced the fight for reproductive self-determination up to the repeal of Section 219a of the German Criminal Code and reported on the case of Lippstadt's chief physician Joachim Volz, whose Catholic hospital operator had prohibited him from performing abortions. "The Volz case brought the restrictive abortion policy of Catholic hospital operators to public attention nationwide. We need a worldview-neutral medicine in a worldview-neutral state," Schmidt-Salomon concluded.
Benjamin Stibi of the Institute for Worldview Law (ifw) provided a legal assessment of the case and explained that the prohibition of abortions had been issued on the basis of the right of instruction, which is vested in every employer. "The proceedings are also a political and media success, as they have triggered the necessary debate on the problems of confessionally bound healthcare," said Stibi. Volz himself is now a direct candidate of Alliance 90/The Greens for the North Rhine-Westphalia state parliament.
Workshop on "Non-Confessional School in a Non-Confessional State"
The second workshop dealt with the possibility of non-confessional schools provided for in the Basic Law but not yet utilized. Chairman Philipp Möller referred to the unanimous GEW support for this model, which was resolved in November 2025, as well as a panel discussion planned for November in Munich. "Where children learn math and English together, they should also talk together about ethics, values, and religion, without being separated by their parents' faith – this is also urgently needed from an integration policy perspective," said Möller. Gerhard Lein of the Working Group Secularity and Humanism (SPD AKSH) supplemented the debate with experiences from Hamburg and the perspective of the Education and Science Union (GEW), of which he is also a member.
Council Assembly
At the concluding council assembly, the board was re-elected and will from now on be supported by a new treasurer. In addition, the Central Council will be supported on an expanded basis by the Julian Huxley Foundation from 2027, which complements the existing funding by the gbs. With these resources, the Central Council intends to organize an event on the scale of the Parliamentary Evening of September 2025 again next year and to be more present at party congresses, including the Federal Delegates' Conference of the Greens in December 2026 in Berlin; in addition, the association has registered for a presence at the Church Day 2027 in Düsseldorf. The annual program for 2027 will be presented at the association council meeting in December 2026.

Conclusion: "There is a lot to do!"
Deputy Chairwoman Ulla Bonnekoh is very pleased after the weekend: "With the expanded funding by the Julian Huxley Foundation, we can ignite the next stage of the Central Council." Möller is also very satisfied: "That was an exceptionally constructive meeting with very nice people and plenty of room for professional discussions and networking." Association Council Chairman Rainer Rosenzweig encourages the associations to participate: "We look forward to concrete project proposals from our members, which we can then support or carry out in cooperation – let's get started, there is a lot to do!"
