The fossil fuel dependency of social institutions creates a social and financial risk that must be reduced through building renovation, electrification, and state funding.

The AWO's facilities show us as an example that the fossil fuel dependency of social institutions has long since also become a social and financial risk.

The text describes how in German daycare centres and care facilities, heat is still predominantly generated from fossil fuels and renewable energies account for less than ten percent. Rising energy prices have doubled heating costs per daycare place since the energy crisis of 2022. In the event of an acute geopolitical crisis such as a war with Iran, municipalities would face an additional EUR 600 million in costs. For care facilities, an additional cost risk of EUR 1,000 per year and resident is quantified. Representatives of the AWO and the Klima-Allianz Deutschland are calling for a reliable billion-euro renovation fund from the federal government and an interpretation of the economic efficiency requirement that takes long-term costs into account. They are also calling for a significant improvement in the electrification rate and a switch to domestic renewable electricity sources. The text links fossil fuel dependency with social and financial risks for care-dependent people, families, municipalities, and social service providers.

Both in residential care and in daycare centers, the majority of heat is still generated from fossil fuels. Renewable energies, by contrast, have so far played hardly any role and account for less than ten percent in both sectors. Accordingly, rising energy prices have a strong impact: Compared to the period before the 2022 energy crisis, heating costs per daycare place have already doubled from approximately 61 euros to 123 euros. If an acute geopolitical crisis such as the Iran war is assumed, annual additional costs of around 600 million euros would arise for municipalities in Germany, affecting more than 61,000 daycare centers. For care facilities, the study quantifies the additional cost risk at 1,000 euros per year for each resident. Claudia Mandrysch, Member of the Executive Board of the AWO Federal Association: “Looking at the AWO facilities, we see as an example that the fossil fuel dependency of social institutions has long since become a social and financial risk. When prices for oil and gas rise, in the end, care-dependent people, families, municipalities, and social providers pay the bill. To enable daycare centers, nursing homes, and other social institutions to renovate their buildings and switch to climate-friendly heat, a reliable one-billion-euro renovation fund from the federal government is needed every year, as well as an interpretation of the economic efficiency requirement that takes long-term costs into account. Then, cost bearers cannot prescribe the installation of a gas heating system just because it is cheaper in the short term. The heat summer has shown that we can no longer afford to lose time in making our buildings climate-appropriate and climate-resilient. We expect the government to deliver on this within the current legislative period.” Viviane Raddatz, Managing Director of Network and Society at the Climate Alliance Germany, explains: “Germany spends around 80 billion euros every year on the import of oil and gas. In times of geopolitical crises, this amount can be almost double. The example of daycare centers and care facilities shows how directly this fossil fuel dependency leads to higher everyday costs for us. At the same time, it becomes clear how worthwhile it is to modernize our social infrastructure and switch to electrification and domestic renewable electricity for heat. This reduces costs in the long term, strengthens regional value creation, and makes us less dependent on global crises. Therefore, the federal government is called upon to significantly improve the electrification rate.” Related publications: Renovation Study for Daycare Centers Joint Appeal for the 2027 Budget, which, among other things, demands the one-billion-euro renovation fund.
