Sexual abuse by clergy is not a matter of individual failure but a structural problem of the Catholic Church, which is facilitated by cover-ups and a lack of oversight bodies, and can only be addressed through legal consequences and institutional accountability.
The amount of the claim is proof that something was broken and that they will repair it.
The text reports on an out-of-court settlement between the Archdiocese of Quebec and over 200 alleged victims of sexual abuse by clergy. A judge has approved the payment of 31.5 million Canadian dollars. Two plaintiffs, Gaétan Bégin and Pierre Bolduc, described their experiences in a public hearing. Both accuse the Archdiocese of having covered up the allegations and of not having adequately sanctioned the perpetrators. The Archdiocese officially apologized and spoke of a phase of reparation. The text draws a comparison with Germany, where a dark-field study estimates 100,000 affected persons and where structural problems in the Church are acknowledged. The reckoning is described as inadequate in Germany, and the victims' initiative Eckiger Tisch declared it a failure in 2025.

Canada: Historical Compensation for Victims of Sexual Abuse in the Catholic Church
The Archdiocese of Quebec has committed to a payment of 31.5 million dollars to victims of sexual abuse in the Catholic Church. This followed a historical class action lawsuit. Crimes against minors by clergy are also known in Germany – however, the processing of these cases remains inadequate.

After years of legal proceedings, a judge of the Superior Court of the Canadian province of Quebec approved an out-of-court settlement between alleged victims of sexual abuse and the Archdiocese of Quebec. The background is a class action lawsuit by over 200 alleged affected individuals, both men and women. It is the first lawsuit against an entire diocese in Canada. A total of 31.5 million Canadian dollars – equivalent to 19.5 million euros – is to be paid to the plaintiffs. Any costs directly incurred in connection with the proceedings will additionally be covered by a compensation fund of the Archdiocese.
The allegations against the Archdiocese of Quebec are grave, however, they were not proven in the courtroom. It concerns alleged sexual assaults by members of the oldest Roman Catholic diocese in Canada, which in the cases at hand are said to date back to 1940. The alleged victims report anxiety disorders, depression, low self-esteem, sexual dysfunctions, suicide attempts, and drug abuse as a consequence of the crimes. The lawsuit was led by Gaétan Bégin and Pierre Bolduc. During a public hearing in July, both men testified that they had experienced sexual abuse by priests.
Perpetrators Escaped the Law
Bégin claims to have become a victim of sexual assaults by a priest named Rosaire Giguère. It began in 1954, when he was 14 years old, and continued until his 17th year of life. In the rectory and in the car, there were touches and mutual masturbation. Later, Bégin learned that his three brothers had also become victims of the same priest. After his father reported the abuse to the diocese, the priest was initially placed on leave and finally transferred to another parish in 1961. After eleven more years in the service of the Catholic Church, he died in 1974 at the age of 73. In his testimony before the court, the now 86-year-old Bégin spoke of a historic day. The boy whose life had been stolen was still inside him. However, the worst was not his own suffering, but the collateral damage to his family.
Co-plaintiff Pierre Bolduc was allegedly first abused by Father Jean-Marie Bégin in 1969, when he was twelve years old. In that same year alone, there were supposedly 50 assaults against him. These also took place in the car and in the priest's house. In addition to touches and mutual masturbation, oral sex occurred in this case. Father Bégin finally hanged himself in 1986 at the age of 60. Bolduc describes the acts as unforgivable.
Both plaintiffs accuse the Archdiocese of exerting pressure to ensure that the allegations were not reported but instead covered up. It is also alleged that canon law was not applied to the priests to a sufficient extent after the abuse allegations had come to light. For Gaétan Bégin, it is therefore more about the message emanating from the settlement with the Archdiocese than about the money itself: “The amount of the claim is proof that something was broken and that they will repair it.” Victims who have not yet been involved in the lawsuit now have three months to file a claim for a share of the compensation payment by submitting a description of the alleged mistreatment and its consequences on their lives.
The Church apologizes
The Archdiocese of Quebec shows itself receptive. In an online statement, official sources state that they now hope this phase of reparation will help the victims to continue “their journey toward peace and healing.” The Vicar General of the Diocese, Bishop Jean Tailleur, addressed the presumed affected individuals in the courtroom. He acknowledged that his words can only heal little, given the suffering caused. Nevertheless, he apologized on behalf of the Catholic Church of Quebec. In addition, the victims will receive a personal letter of apology from the Archdiocese.
A known problem in Germany
In Germany as well, victims of sexual abuse are striving for justice and the assumption of responsibility on the part of the Catholic Church. A dark figure study estimates 100,000 affected individuals in this country. By now, it is widely recognized that it is not merely a matter of individual misconduct by personnel, but of structural problems that facilitate sexual violence and hinder prevention. Sanctions against accused clerics are generally mild or simply non-existent. Often, the person is simply transferred to another parish without informing them of the incidents there. The reason is also an environment within the Catholic Church in which clergy hold much power and there are no control bodies. “A sense of authority, dependencies, an exaggerated image of priests, strict church hierarchies, and a promise of obedience” hinder a change of thinking within the institution.
Enlightenment and processing by the Catholic Church were declared a failure by the affected persons' initiative Eckiger Tisch in 2025. No leading church or order representative has had to take responsibility for negligent conduct in state proceedings. Many are still fighting for compensation payments. When a payment does come about, it usually falls in the lower range of the pain and suffering compensation scale, even though the recognition payments have now risen to over 93 million euros. In 2023, for the first time, a court in Germany awarded compensation to a victim of sexual child abuse by Catholic priests. The pain and suffering compensation amounted to 300,000 euros.

A disgusting behavior…
A disgusting behavior of the Churches, but one has known this for many decades already: transferring, covering up, denying, that is our Church in the Federal Republic of Germany. I cannot understand why so many people still go to church and listen to the lies of the priests there, while generating incredible wealth.
Do the citizens in the country have such reverence for the black-robed clergy, or do they truly believe in a life in the imaginary "Heaven" after their inevitable end???

Bekanntes Problem in Deutschland
