Political decisions that sacrifice short-term conveniences such as parking spaces are necessary and justified in order to secure long-term quality of life and ecological sustainability in the city.

That is why we are taking these steps today so that our people will be happy tomorrow. Our understanding of politics is the same. That is to say, we do not want to approach the matter in a populist way.

The text is a political interview with Urban Aykal, a mayoral candidate of the Greens in Berlin-Steglitz-Zehlendorf. Aykal links his background as the child of a guest worker from Turkey to his political engagement for green spaces, traffic safety, and climate protection. He emphasizes that political work must be pragmatic and oriented toward common ground in order to improve quality of life. As a central concern, he names the protection of nature and the conversion of concrete into green spaces, which he describes as a necessary step against the climate crisis. He justifies the removal of parking spaces in favor of cycle paths and green spaces with the goal of making the city more livable for the future. The text also addresses the Senate's responsibility for public transport and the necessity of social justice. Overall, Aykal advocates for a politics that accepts short-term inconveniences in order to secure long-term happiness and ecological sustainability.

Dear Urban Aykal, welcome. >> Thank you. >> You have been the deputy mayor responsible for areas such as green spaces, roads, and public order in the Şdenkli Seyendof district for five years. Now, you are also the Green Party’s mayoral candidate in the same district, namely Şenkli Seolf. Before we get to the main part of our conversation, could you briefly introduce yourself to us? >> With pleasure. I am, well, the child of a Vartulu family. In 1970, my father Rıza İkal came to Berlin. I say this in quotes: as a guest worker. In 1972, my mother Porsal, well, came to Berlin. In 1974, I was born. Urban Kankustavusa is why my name is Urban. >> Yes. You have such an interesting story. >> There is such a story. And from that day to this, I have been living in Berlin. >> Yes. Yes. Now, you are involved in politics and you are a mayoral candidate in a place like Stengli Selendorf. >> Yes. >> Yes. So, looking back, do you think that as the deputy mayor responsible for areas such as green spaces, roads, and public order, you did your job and implemented the projects you had in mind? >> Well, there is something here. My, well, father, this is also an interesting anecdote. So let me tell it. Well, after he came to Berlin, he, well, worked in the gardens and cemeteries of the Zent Selendorf municipality. >> Therefore, as a small child, I constantly listened to him about how the work was done in the gardens and cemetery areas in that district. We lived in Crossberg until 1985. When we had holidays, we sometimes went together, well, as far as the Vanzi side. Of course, at that time, a lot of people from, well, our region, from Vartu, Hınız, Erzincan, Sivas, and so on, were working there. That is, they resided in Crossberg or in No village in Schöneberg, but they were working in Steendorf. Therefore, their contribution to the development of the greenery there is significant. >> Mm-hm. >> As mayor, I will also emphasize this in the districts; the districts have museums. Well, I want to put a note there. >> Mm-hm. Now, as the child of such a person, I naturally aim to protect the green spaces there as much as possible. Unfortunately, there are piles of concrete in excess of that in every district. Converting them partially into green spaces. Now, I can give a couple of details in terms of numbers. In our city, we have six million square meters of green space. This includes parks, cemeteries. There are green lines along the roads, and in addition, there are over 270,000 trees, of which 64,000 are what we call street or avenue trees. Now, this is a treasure. First, we need to protect this treasure. Our primary duty is to protect it. Apart from that, we have, well, as much as possible, in recent years, converted approximately 202,000 square meters of concrete into green space. >> In that sense, >> I think we have done our job well, which is probably why I am now a mayoral candidate. >> Yes. In your biography, you clearly state goals for safer roads, more space for pedestrians, safer bicycle lanes, and stronger public transport. Stenli Zendorf is an area with high car usage. If you become mayor, how do you intend to strike a balance between cars, bicycles, and pedestrians? Now, one needs to look at the matter pragmatically. The moment you look at it ideologically, the debate starts. Because everyone begins to push their own ideology to the forefront. When you look at it pragmatically, you find common ground and work on that common ground. One issue I highlight is school route safety. In recent years, I have particularly emphasized the road safety of primary schools, well, very prominently in the media, and when I did so, I received more support from other parties as well. Why? Because it is a common issue for everyone, and in this sense, if a person in politics or in the area they are responsible for highlights common ground, then they can achieve their goals a bit more easily in the matters you mentioned earlier. >> Especially, well, bicycles to multiply dollars, to increase green space. What is your aim here? So, is it to anger people here? What do we want? What do we desire? Why do you feel the need to do this? >> Well, why do we do politics? To make people happy. >> Mm-hm. >> Not to make people unhappy or to anger them. Therefore, if we are removing car parking spaces, we are removing them because we have to. It could be for a bicycle path, or to expand green space. We try to do that as little as possible. But climate conditions are developing in such a way that if we do not do this, the stress brought by those climate conditions will make all our people uneasy. Therefore, let us take these steps today so that our people will be happy tomorrow. Our political understanding is this. That is, we do not want to approach matters in a populist way. Oh, let’s not do this, they will get angry. Let’s not do that, they will get angry. Let’s not do this, they will get angry. Then let’s do nothing. Let no one get angry. No. How do we secure the coming years under today’s climate conditions? How can we make people more comfortable, more livable, more able to live? We are fighting for that. So, if three, five, or ten car parking spaces are being removed, let me apologize in advance, but the goal is to make our people happy. Well, of course, as you also said, public transport is very important. So, when doing that, one must also give a certain weight to public transport. When speaking of more pedestrian and bicycle areas, how will you improve public transport in contrast to that? That is, the improvement of public transport is largely within the competence of the Berlin Senate and the borough. As the district mayor, how do you think you can contribute to this area? That is, it is not enough to simply say 1,000 for public transport. Ultimately, it must be made attractive. There was that matter of 29 euros for a while. It actually worked very well. Even someone like me who owns a car thought, what’s there, I can get it for 29, I’ll go back and forth more often by public transport. But when it becomes 79, 89, I don’t know what, people don’t do it. So, as the district mayor, how do you think you will improve this matter, which is within the Senate’s competence, or what can you do? >> Now, this question is very good because you touched on two topics. First, the real development of traffic. Second, that the social issue is not ignored. >> Mm-hm. That is, in our Steglitz, our party’s slogan in these elections, or in Steglitz-Zehlendorf, our party’s slogan in these elections is green dot, urban dot, social dot. Mm-hm. That is, Urban, both because my name is Urban and also in the sense of urbanization, city development, modern urbanization, city development. Now, as the district mayor, I do not have the possibility to single out, develop, and spread public transport on my own. That is why we already need such a consolidation, coalition, government in the Senate this time, so that they implement such things not just in words but in action, and there are different models for this. That is, there are buses, new lines can be established. Besides that, whether it is U-Bahn or S-Bahn, these can come and go more frequently, and it is a very widespread topic of discussion. Should we do more U-Bahn, or should we do more S-Bahn? We Greens are in favor of the S-Bahn. Because why? On the one hand, it is much more affordable for me compared to the other, and on the other hand, it is better and more logical from an environmental and natural perspective, and people can implement certain lines much faster and more conveniently. Now, a problem arises here. If you say, oh, public space, from one building to another building, it does not have unlimited width. Therefore, if you bring an S-Bahn, again, either a parked car is lost, or a Faban, that is, no matter how you look at it, cars in an unlimited way in every area, every street in Berlin, it is such a thing that, for example, I am currently As the responsible eee administrator, let us say, my issue is not that. It is not about not leaving any eee parking opportunity on the road we call eee Faavan. I do not touch it. I do not touch it as much as possible. If, for instance, in front of a school, children need to cross the street, I remove one or two parking spots to improve their field of vision. But apart from that, I do not act so actively. However, it has reached a point where people park under the tree. I say, legally, this is not possible. There is a law, the so-called Bomshots law. Yes. It states, "You cannot park under a tree. Twenty or thirty years ago, the car was of vital importance. As if a person without a car had their vital space restricted, they provided that opportunity there." Yes, yes. Now, when I remove it, they get angry, but I must assert that will there. Why must I assert it? Because if I do not do it, that tree will not remain in its place tomorrow or the day after. Yes, yes. Can I explain? I mean, one needs to look at the matter logically. One needs to look at it pragmatically. Where can we protect nature? Where do people have their needs? Where do they truly have demands? We examine that and find a good [clears throat] middle ground. One of Berlin's problems, an important problem, is the issue of pollution. Berlin is, of course, perhaps a bit cleaner than our Kesberg, so you are lucky in that regard, but it is truly a serious problem. There is trash everywhere, full of trash. Yes. What would you like to say about this issue? Well, of course, the main reason is actually the people themselves, but the result is that, unfortunately, these people throw away their furniture. They throw away their trash. Everything is in a terrible state. Do you have such a problem in your own district? Or if there is one, what kind of solution are you considering? Well, in our district, this problem is not that widespread. Now, we need to investigate this in different areas. There are green areas. In the green areas, our own staff, thank God, besides their normal duties, engage in cleaning. So that when the park is kept spotless, people do not dare to throw trash on the ground much, as it would be immediately noticeable. Therefore, we are very careful about that in our green areas. Of course, it happens from time to time. A group gathers somewhere. Trash accumulates. We can clean it up within one or two days. Apart from that, especially in Berlin's inner districts, now 56 young people, in the areas they call urban havens, buy pizza in packages. They say, "Let us lie down in the green area and eat." With a canal view. With a canal view. Almost Bosphorus style. Yes, yes. They eat with pleasure. But afterwards, that cardboard, those kinds of packages do not fit in the trash bin, nor to the right or left of the trash bin, and a significant amount of trash forms. Then the crows come. This comes, that comes, and you look around, and within one or two hours, it becomes a mess. That is why we, the Greens, for example, say that FPA should impose a deposit. That is, if a person takes a package out, there should be a fee so that they return it. So that they get that fee back. Now, what is the other logic of this? Mülfemaydong, that is, not producing trash. Our main problem as a society is that we produce trash. We have become a society that produces trash. In my childhood, there was no coffee-to-go culture. There was no paper cup thing. There were no such style cups on the street. There were no cardboard boxes for those pizzas. There were no packages for the things we call fast food, whether it is regional, kebab, döner, or whatever. Now, when we look at landfills today, 50% of it consists of that. Therefore, the main thing is Femaydin. But Shüphemül, of course, is another thing. Shüphemül is when a person takes their board, wood, or sofa and throws it away. Here, for years, we have been implementing the following throughout Berlin. Together with BSER, we organize BSER Kids Tager. That is, the Beysin trucks come to the neighborhood. The residents are informed. They then bring their trash, those big things. In that way, Uhh, for example, in the Steelit Selindorf district, over the last three years, uhh, [clears throat], we carried out 50 to 52 such actions. More than 1,000 people out of 22,000 came, and they left behind more than 200 tons of furniture-like items. Our Greens, uhh, here, in addition to protecting that, uhh, have an additional uhh idea or request. It is this: uhh, every household, every home, once a year, uhh, calls the BSR and says, "I have, uhh, a wardrobe, uhh, a large sofa that I cannot carry; can you pick it up?" They want to have such an option. We want to implement that, so that if we enter the Senate, it is highly likely that we will do so with the other uhh parties, whoever they may be. >> For example, there is such an example in Podsam. It is done that way in Podsam. You call >> and say, "I put a sofa in front of the door, I put a wardrobe down." They come and pick it up. >> Exactly. Exactly. Exactly. >> So, there is actually such a method; we already included it in our program yesterday. >> Let those kits remain. At least, uhh, the BSR should come to every neighborhood every three months. Because they are already passing by, they are going around. Let them come there >> uhh, and stay for 5 hours. Besides that, an elderly person cannot carry things, uhh, has no acquaintances, uhh, cannot get it done. At least, one should search for a solution. Actually, there is such a thing. Now, if a person, uhh, lives in a five-story building, they might say, "I called the BSR. Do you have something you are going to throw away? If so, tell me. Since they are coming anyway, let them come once, not three times." >> So, our thoughts on this matter are already written in the program. >> Yes. >> Now, let us go a bit further. Suppose you won the election on the evening of September 20 and became mayor. What will be the first instructions on your desk on the morning of September 21? Which projects do you want to initiate within the first 100 days? Now, unfortunately, things do not develop at such a speed in our case. >> H >> That is, we will win on September 20, and on September 21 we will sit down. We will say that we, uhh, in the city administration, with which parties, uhh, we will proceed together >> or suppose we have opened them up. >> Honestly, we started that in one day, really, well done to us. [laughter] >> Suppose you have formed it, you have formed it. Uhh, you became mayor. >> Uhh, what do you want to do? What are the things that you truly value and want to act on quickly? There are two or three topics. Now, uhh, there are many topics, but I would of course like to highlight two topics. Now, the climate, uhh, >> h >> that is, there, uhh, people are facing serious uhh problems due to the steadily rising rents, that is a fact. Therefore, uhh, to put into operation whatever the district administration can do. What is that? For example, what we call "Leaştan," meaning a person, uhh, has an apartment. They are keeping it empty. >> Mm-hm. >> On that issue, our uhh district is not working very actively. Uhh, because of another party. Uhh, on that issue, uhh, I will place a lot of emphasis. Second, there are zoning plans. Now, zoning plans are like this. For example, in the center of Steits, [clears throat], there is an area. According to the zoning plan, that place is, uhh, a commercial area. What we call "Gebabe ştot." Look, you see a repair shop, another repair shop, uhh, Rosman, Aldi, all these one-story, half-story uhh areas, uhh, areas. Now, if we change that zoning plan, okay, let the ground floor be for commercial activities, because there is a need. But why not have student dormitories on the first floor, second floor, third floor, fourth floor, uhh, homes for people who are studying a profession, uhh, homes for children, apartments where elderly people can live? That is, uhh, I will sit down and manage with the uhh colleagues who will be in charge of that. I will say that I know changing zoning plans is a difficult process, but one has to start somewhere, and uhh, I will start it. Besides that, of course, we will look at which uhh coalition the Senate is formed with, so that accordingly, together with the senators, we can take steps in this [clears throat] issue, so that people can truly address the very serious housing cost problems in Berlin. >> Mm-hm. So, now, not being able to find a home is one problem, but staying in your home and thinking, "How am I going to pay 1,800 or 2,000 in rent? There will come a time when I will no longer be able to pay. What will I do after that?" Living with that fear is a completely different problem. It is a fact that we are a city of tenants. Uhh, in that sense, uhh, ideas We need to produce it. Apart from that, of course, eee, we have seen it especially in Berlin in these recent weeks. Temperature eee affects people very differently. So, at 35 degrees in the evening, you look and it does not cool down. Now, if it is 35 degrees in our district, you shiver at night. >> Of course >> you say, let’s have a thick blanket so I can sleep comfortably. You sleep accordingly. In the morning, you wake up having had a good sleep. Now, here you cannot sleep because of the heat. Therefore, eee, the elderly eee are suffering very serious health problems. Eee, the younger generation also eee loses its energy. Because they are constantly in a state of sleeplessness. That is why, as we said, eee, the city, eee, from our perspective, we need to make our district even greener. Look, let me give a simple example. I said that we have 64,000 eee [clears throat] city or street trees. I am amazed. These also have their own areas. So, eee, when it rains? E >> where the rainwater collects >> they generally keep them small. >> If we were to expand these by 1 m² [clears throat] >> we would gain an additional 64,000 m² of green space. If we expanded them by 2 m², it would be 130,000. If we say, like, friend, let’s think of this green space in three dimensions. Roofs can be green. The facade, eee >> the facade, yes, the front. Exactly. >> The exterior facade eee can be, as much as possible, eee, there can be a front garden, making it a bit larger, etc. The more we green it, the more comfortable we will be in hot weather. I e >> yes >> value that and I am emphasizing it, and now mobility, but let’s not prolong it. >> Yes. Now, after the election, I do not know how clearly you can answer this, but eee, which parties do you want to cooperate with? That is, what do you desire? Now, we currently already eee, we call it a coalition. So, the coalition e, a partner, eee, consists of the Greens, eee, SPD, and FDP. Now, the election eee will take place. We will look at the results. Of course, our main goal is eee to retain our mayoralty. It is currently in the hands of the Greens. Let it remain in the hands of the Greens in the next term as well, so that then I will become the mayor. This is our main goal. Eee, we will sit and talk accordingly. That is, with our eee SPD, the left party, eee, and the FDP, as I said earlier, they are already working for us. It is a fact that we will be in contact with them. We will also be in contact with the CDU. Because, unlike the eee federal eee government and the state government, the governments in district municipalities, I would say, eee, are formed differently. That is, the winning party >> eee does not send its members. How does it work? Well, whichever party has received how much, that proportionally eee holds members in the administration. >> Mm-hm. >> So, currently, eee, there are 6 people in the district administration. Of the 6, three are from us, one from the Greens, one from the SPD, and we three came together. That is, we received the support of two Greens and one SPD member. In that form, we govern, but the CDU also has responsibility. Therefore, in any case, we

Sevgili Urban Aykal hoş geldin. >> Hoş bulduk. >> Sen 5 yıldır Şdenkli Seyendof ilçesi çevre yeşil alanlar, yollar ve kamu düzeni gibi alanlardan sorumlu belediye başkan vekilisin. Şimdi de aynı semtte yani Şenkli Seolf'ta Yeşiller Partisi'nin belediye başkanı adayısın. Eee asıl sohbetimize geçmeden önce kısaca kendini biraz bize tanıtır mısın? >> Memnuniyetle. Ben eee Vartulu bir ailenin çocuğuyum. 1970'te babam Rıza İkal Berlin'e geldi. Misafir işçi olarak tırnak içerisinde söylüyorum. 1972'de annem Porsal eee Berlin'e geldi. 1974'te ben dünyaya geldim. Urban Kankustavusa o yüzden adım Urban. >> Evet. Eee orada eee bir not düşelim istiyorum. İdeolojik baktığın an zaten eee tartışma başlıyor. Şimdi benim çocukluğumda hani coffee to go kültürü yoktu. Hani pappeşa eee olayı yoktu. Yani sokakta öyle bir eee işte eee tarz bardak yoktu. İşte eee o pizzaların eee kartonları yoktu. İşte hem bölgedadır, çizbgadır, dönerindir, onundur. Bu fastfood e dediğimiz şeylerin paketleri yoktu. Şimdi bugün çöplere baktığımızda zaten %50'si ondan oluşuyor. Dolayısıyla ana şeyi nedir? Femayedin. Ama şüphemül tabii başka bir şey. Şüpheül adam alıyor eee tahtasını, odunu, koltuğunu atıyor. Burada biz yıllardan beri eee bütün Berlin'de şunu uyguluyoruz. BSER'le birlikte BSER Kids tager organize ediyoruz. Yani işte mahalleye Beysin arabaları geliyor. Eee, mahalleli bilgilendiriliyor. Şimdi bizde maalesef her şöyle hızı gelişmiyor. Bir an gelecek artık ödeyemeyeceğim. İşte fasadı eee >> fasadı he cephe. Aynen. Şu an yeşillerin elinde.
