The decisive qualifications for church leaders are not external abilities or achievements, but character traits of the heart that God recognizes and that Jesus exemplarily developed in his disciples.
The text is a sermon on the biblical foundations of leadership in a Christian congregation. The speaker uses upcoming political elections as an introduction, then refers to the election of church leaders in November in his own congregation. He analyzes how Jesus selected his disciples: carefully, over a longer period, with a focus on the heart rather than on external characteristics. The tasks of the leaders are described as pastoral service: nurturing, caring, protecting, admonishing, encouraging, and guiding. Paul's qualifications for leaders are classified as primarily character-based and moral. The text ends with a discussion of the controversial verse about the marriage of the leader, presenting several interpretive possibilities.
- What, according to this text, is the root of the evil?
-
Ignorance, illusion, a false view of reality
- Where does the evil reside?
-
in the heart, the will, or the soul of the individual
- What helps against it?
-
solidarity, mutual help, belonging; insight, learning, enlightenment, right understanding
- What is human being according to this text?
-
willed by God, with a task and a responsibility
- Where is history heading?
-
the message stands outside of history
- What does the text base its claim on?
-
on the founder or prophet of the tradition; on the holy scripture of its own tradition
- To whom does the text's call for devotion apply?
-
to one's own fellow believers
- Where is the text's criticism directed?
-
at one's own community and at oneself

And we are now starting with the biblical foundations for leadership in the congregation. Many of you probably know that several important elections are taking place this autumn. The state parliaments in Saxony-Anhalt and Mecklenburg-Vorpommern will be newly elected, as will the House of Deputies in Berlin. But it is not only in Germany that elections are held this autumn. There are also parliamentary elections in Israel, in Brazil, and in Russia. And in the USA, the Senate and the House of Representatives are up for election on November 3rd. Having the right to vote is a real privilege, one that unfortunately does not exist at all in many countries of the world. Therefore, going to vote is also a duty for us, one from which we should not absolve ourselves. Even if we are not sure what the best choice would be, we should still go to vote. For with our vote, we would then at least be [opposing] the forces that we absolutely do not want to see in power. And now you might perhaps also hope that I will recommend a party to you that you might perhaps vote for in the next election here. But that will not happen, for I am convinced that the Christian party simply does not exist. Instead, I would like to enthusiastically encourage you today for another election, for there too your vote is urgently needed. In November, at our congregation meeting, we will re-elect part of our church leadership, and you can make proposals starting today. Every church member can pick up a ballot from me after the service in the VJ, and there you can enter two proposals with two people whom you would like to see in the elders' circle starting this autumn. And the two persons who then receive the most votes in this proposal election and who are also willing to accept the calling, will then stand for election in November. But whom will you propose? Some have already asked me a bit, yes, perhaps an idea, if one can vote there, and what criteria should I even consider? Then I thought, okay, then we will deal with that in a sermon, and therefore I would like to give you a few tips on this, without naming names. Let us first look at how Jesus selected leaders. When we look into the Bible, we find that Jesus spent a lot of time selecting and also training leaders for his congregations. He knew that he would need reliable witnesses who would carry his death and resurrection throughout the world. Thus, Jesus worked hard so that those who came to faith would find a home, a homeland for their faith, in a well-led congregation. Jesus carefully selected the disciples whom he considered suitable for this task. He observed them for a long time before he finally let them go by hand. And he prayed intensively before he elevated them into responsibility. It is notable that Jesus chose twelve men who all came from the same cultural background as he did. Thus, they had a first common basis on which they could work together. Jesus also chose simple people, but who represented a broad spectrum of different personalities. He united dominant, initiative-taking, conscientious, and restless people in his team. It was not so important to Jesus what the individuals could already do. Jesus saw what they could become through him. Thus, Jesus chose men who were partly friends or even relatives with each other. And even if that is not the most important criterion, we also appreciate in our church leadership that we get along well and are friends. On the surface, that is initially all that is noticeable about Jesus and his voting behavior. But we should not be blinded by these external appearances, as Samuel did when he was to anoint the king of Israel. It is easy to be impressed by external factors,
to leave. Therefore, God says, a man sees what is before his eyes, but the Lord looks at the heart. The Lord looks at the heart of the leader. Yes, perhaps one quickly builds relationships. Another is a good speaker, has a major university degree, looks good, can refer to special experiences. And we say, that is the man. But God says, as with Samuel, I have not chosen him. And we ask, how does that come about? And we must determine that the truly indispensable qualifications for a leader are all characteristics of the heart. God chooses men and women according to His heart. The disciples whom Jesus chose were worthy of God. They were passionate about the matter. They were fully available. They loved the truth and gladly learned from Jesus. Yes, they were willing to sacrifice themselves. They submitted themselves. There was nothing more important to them than following Jesus, loving him, and serving him. They were men after the heart of God. That is the raw material from which Jesus forms His leaders, then as now. Through these characteristics, the disciples became apostles. And the apostles, in turn, sought out men and women according to these criteria, whom they made elders, overseers, and bishops of the local congregations. For these three groups, elders, overseers, and bishops, are encountered in the New Testament. It always concerns the same task. They are men and women who lead the congregation. Elders was the term for leaders in Judaism, regardless of their age. Overseers was the term for leaders in the Greek-speaking world. And bishops was the term for leaders at the time when Martin Luther translated the Bible. And thus this term entered the Bible. Let us come to a second topic. What should the leader now be able to do and accomplish? What are the tasks? Peter puts it succinctly when he describes the task of all these leaders with the words, shepherd the flock of God. And Paul expresses this even a bit more extensively in his farewell speech to the elders in Ephesus. Take heed to yourselves and to all the flock, among which the Holy Spirit has appointed you as bishops, to shepherd the church of God. This shepherding includes, for a good shepherd, to care for and nurture the members of the congregation, to protect and provide for them, but also very much to exhort, encourage, and guide them. And that this is no easy task for both sides is hinted at in Hebrews 13 verse 17. The congregation leaders watch over your souls as those who must give an account for it. Therefore obey them, so that they can do their service with joy, instead of with sighing and groaning. For that would have bad consequences for you. According to 1 Timothy 5 verse 17, the congregation should therefore consider the members of the leadership circle, who presumably preside, worthy of double honor, especially those who work in the word and in teaching. At this point, it is obviously indicated that not all members of the leadership circle have the same task. Not all have preached and taught, not all could organize well, not all could provide pastoral help, for the leaders of the congregation are differently gifted. That was also the case with the disciples of Jesus. And it is finally explained by Paul in the Ephesians letter with the fivefold ministry. He writes that the following gifts should not be missing in an elder circle. Jesus made some apostles, others prophets, others evangelists, still others shepherds and teachers of the congregation. Their task is to prepare the believers for service, so that the congregation, namely the body of Christ, is built up. Of course, the gift of preaching should not be missing in an elder circle. But we must certainly not assume this for all elders. Some elders have much more the individual in the congregation in view and care for them wonderfully like a shepherd,
to those people who are in distress and need help. Others in the oldest circle never forget the mandate of the congregation to win people for Jesus. They have an evangelistic heart and burn for Jesus. Yet others in the oldest circle can assess the situation of the congregation through the Holy Spirit. And they know, like the prophets in the Old Testament, what is next and important. And finally, Jesus also appoints apostles into the oldest circle. These are people who have a special leadership gift and can develop strategies. Our church constitution reflects this, by the way, when it states there that the church leadership is to lead the congregation spiritually, provide pastoral care, and manage organizationally. Three important things. In practice, this looks like the church leadership prays intensively for you. That some of us follow up with you, some of us help you when you have problems. As the oldest circle, we also develop goals for the congregation and establish theological guidelines. We ensure that the framework conditions for the work in the congregation are right and that as many people as possible find a home here. Thus, we come to thirdly, the prerequisites for leadership. Because after all, you are to make proposals, and therefore Paulus also writes quite a bit about this in the Bible. And when we now turn to the First Epistle to Timothy, it is interesting that Paulus not only presents competencies and leadership qualities, but places his emphasis primarily on the character traits of the leader. Therefore, I have now sorted the things a bit, let us look at the moral qualifications that Paulus names. He writes, a leader should be without reproach. And the Greek term actually designates a person at this point about whom there is nothing to criticize, nothing at all. Of course, no one is perfect, that is not aimed for, but the leader must not commit serious offenses in his conduct of life, as well as in his office in the congregation. In the congregation, in the profession, in the club, in the neighborhood, everywhere the leader of the congregation should leave a good impression and have a good reputation. Paulus knows very well that evil tongues have something to criticize about everyone, no matter how impeccable he may be. What did Paulus not have to hear from the Corinthians? Paulus, you are not a good speaker, we do not want you anymore. We speak much better than you in languages, what do you actually have to say to us? Let us hold fast, slander and malicious gossip stop before no one who is in responsibility. But objectively considered, a leader of the congregation must be of good repute. The second qualification in the moral area is that the leader should be the husband of one wife. Much has been debated precisely about this verse. I will briefly present five possibilities to you. The first, the leader must be married. There is deliberately a question mark behind it. Because I consider that completely absurd. The emphasis in the text is not on wife or must, but on one. There is a numeral in Greek there and not an indefinite article as in German. That is why you may have wondered why there is this one. So the one, the number is emphasized. Moreover, neither Paulus nor Timothy, whose correspondence this is, were married. How can they, as unmarried leaders, then demand that all leaders of congregations should be married? Something is not right there. The second possibility, and that would be the easiest way to understand the text, is the prohibition of polygamy. You see, there is no question mark behind it. That really makes sense. However, at the time when this letter was written, there was hardly anyone anymore who was married to more than one woman. That was in the Greek context at that time no longer at all
usual. And quite honestly, how is one supposed to manage that with two women? Since I am of the opinion that the Bible always had something to say in the specific situations in which it was written, and also in our present day, I do not wish to pursue this interpretation any further. If you wish to remain with it, that is perfectly fine, but for me, it is not enough. Therefore, we come to the third possibility, that Paulus wanted to exclude that the leader of a congregation is remarried. The question whether Christians may marry again after having been divorced is answered very differently in the congregations. Yet it is precisely Paulus who writes elsewhere very clearly about this. He grants freedom to those whose marriage failed because only one of them had come to faith, and the tensions that arose therefrom were so grave that separation was better than staying together. He grants them freedom. However, the fourth possibility appeals to me most, which states that the man should remain faithful to his wife and that the two should lead an exemplary marriage. Just a few verses later, in 1 Timothy 3, Paulus supplements this text with a few other words. Among other things, he writes that the deacons should be the husband of one wife and should manage their children and their own household well. I find that this explains it somewhat better. And in a society at that time, where a divorce certificate was worth far less than in our present day, these emphases seem to me to be the right ones. The leaders of the congregation are recognized by the fact that they are also good leaders in their marriage and family. And as we can gather from the Corinthian letters, that was not at all self-evident for many Greeks. For example, they maintained contact with temple prostitutes alongside their marriage quite customarily. Everyone did that back then. They were not aware that it was not only about sex. From God’s perspective, the two became one, namely the leader and the prostitute, when they joined together physically and spiritually. And Paulus says regarding this that the Corinthians had probably forgotten that their bodies are a temple of the Holy Spirit. That does not fit together. Paulus therefore makes clear both in the Corinthian letters and here in Timothy that a congregation leader may only be joined with one woman and should be faithful to her, and that the visit to a prostitute definitely does not fit. The leader should rather honor his wife, whom God has placed at his side. Let us come to fifthly. Must the congregation leader be a man? Some indeed draw the conclusion from this biblical passage here that every elder must be a man. And this is supported by the fact that the text, like many other texts of the Bible, actually only mentions men. In a culture dominated by men, that is also highly understandable, and almost all congregation leaders at that time were male, but only almost all. For already through Jesus, the apostles, and also through Paulus, the doors for the leading service of women in the congregations were widely opened at that time. Jesus did indeed call only men to his apostleship, but among his closest followers also belonged a whole number of women, who are mentioned by name in the Bible, and not only at the resurrection, where they were his first witnesses. The women proclaimed and taught the gospel among the women, so that Jesus from the beginning also gained many female followers. For the male disciples, this service would have been impossible for cultural reasons. In the foremost position here are Mary Magdalene and also Mary, the mother of Jesus, to be named. Both became leading personalities in the congregation. Furthermore, the Acts of the Apostles tells us of Prisca or Priscilla, who together with her husband founded the congregations in Corinth, in Ephesus, and in Rome. Since Prisca always
who is mentioned first, she performs this missionary service in a leading role, for the rule among us that women are always mentioned first did not exist in the Greek land. And it was Priscilla who instructed Apollos in the faith, who later led the congregation in Ephesus. In Romans 16, verse 7, Paul sends greetings to Junia, who is famous among the apostles. For many centuries, Junia was venerated as an apostle, as you can see on this old icon here. She was venerated because, like Paul, she suffered in prison for her faith and was a great witness for the believers at that time. Only from the 13th century onwards did the Junia in our Bibles become a Junias, because one could no longer imagine an apostle in the Middle Ages at all. Furthermore, Phoebe is also mentioned in Romans 16; she is a deaconess of the congregation in Cenchreae near Corinth. And so it is no surprise that Paul in 1 Timothy 3 also specifically addresses the female deacons. He writes in verse 11, that women should be reverent, not slanderers, but sober and trustworthy in all things. In most of your Bibles, at this place it says the wives of the male deacons, but that is not what stands in the Greek text. It is indeed about the female deacons. For me, these are certainly enough examples to recognize that women can be elders just as well as men. And I believe that Jesus did not only come to abolish the boundaries between slaves and free people or the boundaries between Jews and Greeks and other nations. Paul says, you are all children of God through faith in Christ Jesus. Therefore, it no longer matters whether you are Jews or not Jews, whether you are slaves or free, whether you are male or female, for you are all one in Christ Jesus. In the congregation, the boundaries of the world should no longer apply. We are one in Jesus, and women and men have the same opportunities open to them. I believe that we, as a congregation, should already reflect a piece of heaven, in which women and men, as in Paradise, shaped the world as partners. For the fact that the man rules over the woman is, according to the Bible, a consequence of the fall into sin. It was a punishment of God and not a basic order of God. But Jesus came to overcome the consequences of sin. He took the punishment upon himself so that we may have peace. We are freed children of God, and we may build together on the kingdom of God. Therefore, whatever service we perform in our congregation is not determined by our gender, but by our gifts, which we receive as a gift from the Holy Spirit. And according to my experience, the Holy Spirit does not distribute his gifts according to gender, but he looks at our heart and at our character. Thus, Paul continues in his enumeration of qualifications for leaders with the term sober. The leaders should be sober. And when we read the whole letter, it becomes clear that it is indeed about the fact that a church leader must not be a drunkard. Now I think that this is, in a way, self-evident somewhere. Therefore, it would be too little for me if we restricted this criterion only to alcohol. I mean that a leader must not be dependent in any respect, neither physically nor emotionally. He must be able to control himself in order to be an example to others. And then he may also drink some alcohol occasionally. In my old congregation, a man was called to be an elder. He liked to smoke very much and often. He did not even want to accept the office because he did not consider himself suitable for it. But I encouraged him to do it, because I often trusted the judgment of the congregation. And I also saw the potential in him that he would really become a good leader. And indeed, after he was called, it took only a few months, and he was free from smoking and was free, and became a very good elder. And
Furthermore, the term "temperance" in the figurative sense also includes a certain degree of composure and balance. A person who is temperate does not get angry quickly and can also withstand criticism. Thus, we come to the fourth criterion in the moral area. The leader must not love money. He must be free from money of any kind. He should have a healthy, biblical attitude toward material things. This also makes sense, of course, because as an elder, many decisions have to be made that involve money. For that, you do not have to be a bank manager, but you should have learned to manage your money well and invest it wisely. The second major area that Paulus addresses here is the intellectual and spiritual qualifications. Paulus speaks of the fact that the leader should be temperate and dignified. He should therefore be under control and possess a considerable measure of self-discipline. It is never embarrassing to be with him. And

Da stimmt doch was nicht.
