The climate crisis is causing an increasing number of insurance losses that can only be addressed through consistent climate protection and a solidarity-based, compulsory elemental damage insurance, with fossil industries as the responsible parties being required to contribute to its financing.

The newsletter from Parents for Future (P4F) reports on current climate policy and climate protection topics. At the centre is a scientific conference of the Federation of Insured Persons on elemental damage insurance, which is discussed in the context of the climate crisis. The text argues that natural disasters are increasing due to global warming and that a solidarity-based compulsory insurance scheme should be introduced. At the same time, fossil industries are named as the main culprits who should be required to contribute to the financing of damage funds. Further topics include protest actions for renewable energy, a tenant electricity project, upcycling of solar modules, and ideas for climate-educational activities. The text combines political demands with practical options for action for the readership.

NEWSLETTER #48 Page 1 www.parentsforfuture.de (P4F) • Newsletter #48 • 04/2026 Dear readers, we cannot (unfortunately) do without – Katherina Reiche. We dedicate ourselves to her network package, which was sent to the other ministries on April 21 and is a blow against the energy transition. This is now recognized not only by environmental organizations, but increasingly also by representatives from the business sector. The headwind is growing stronger. Protest actions are piling up – be it the demonstration day for renewable energies on April 18 with 80,000 people in Hamburg, Cologne, Berlin, and Munich, or the many decentralized events on April 24. These are good news. The newsletter contains further good news, not only in the section of the same name. The Red Climate Card is back in action – in the form of a postcard campaign by our P4F Task Force #Postcards for #AwayFromGas. We report on a photo competition on climate change in the Kinzig Valley and provide you with ideas for child-friendly “Climate Education You Can Touch”. In addition, it deals with the “Energy Transition from Below” in the tenant electricity project in Lippstadt and in the upcycling of used, free solar modules for your own balcony power plant. Jörg Weißenborn wishes you an exciting read on behalf of the newsletter team. The damages are becoming larger and developing into challenges for society and insurers. Insurance coverage has so far been patchy. Various flood events in recent years have sparked the discussion on how the insurance rate can be increased. The Federation of Insured Persons (BdV) held a science conference on this in mid-April, at which many questions regarding elemental damages and their insurance were discussed. The author Hans Beuter from P4F Dortmund was present as a participant. The Samaritan’s Dilemma After the Ahr Valley catastrophe, insurers settled damages amounting to 12.5 billion euros. The state provided 30 billion euros in aid. Bavaria had announced after the 2017 flood disaster that it would no longer pay aid – yet in the next major catastrophe in 2024, it again granted flood aid. Governments find themselves in the so-called Samaritan’s Dilemma. As long as aid is repeatedly paid, the pressure on homeowners is not great enough to make their own provisions through insurance. And as long as a large part of those affected does not have insurance for the damages suffered, the pressure is high to grant state aid. The willingness to donate privately to flood victims is great, and surveys show that state aid is rated positively by voters. How can the burden on public budgets be reduced through ever-increasing aid for victims of natural disasters? BDV SCIENTIFIC CONFERENCE ON THE RESTRUCTURING OF ELEMENTAL DAMAGE INSURANCE FOR RESIDENTIAL BUILDINGS CAN WE INSURE AGAINST GLOBAL WARMING? Insurance companies are victims of the climate crisis, as they have to cover climate-related damages, and at the same time they enable fossil fuel projects by financing and insuring them – thus sharing responsibility for the escalating global warming. COALITION AGREEMENT ON ELEMENTAL DAMAGE INSURANCE We introduce a provision that in new business, residential building insurance is only offered with elemental damage coverage, and in existing business, all residential building insurance policies are extended by an elemental damage insurance as of a specific date. In doing so, we examine whether this model should be provided with an opt-out solution. Photo: analogicus – Pixabay.com INSURANCE OF RESIDENTIAL BUILDINGS Almost every residential building in Germany is insured with a residential building insurance against storm, hail, and fire. In contrast, only about 57% of residential buildings are insured against elemental damages, i.e., for example against damages caused by storm, hail, flooding, earthquakes, avalanches, snow pressure, and volcanic eruptions. In Germany, there is currently no mandatory insurance for elemental damages. Dr. Christian Otto, Head of Working Group, Potsdam Institute for Climate Impact Research, during his lecture “How are extreme weather events changing due to climate change and what consequences does this have for society and the economy?”. Photo: © Valeska Achenbach Parents for Future (P4F) /// Germany 04/2026 NEWSLETTER #48 Page 3 www.parentsforfuture.de (P4F)•Newsletter #48•04/2026 At the BdV conference, different approaches were discussed. The various approaches differ in whether owners of residential buildings are required to take out insurance, or whether insurers are merely required to offer such insurance to everyone. The approaches also differ in how solidary they are designed – that is, what role the endangerment of buildings by natural catastrophes plays for insurance premiums. Furthermore, there are different ideas about how strongly the state commits itself to support in the event of extreme damage events. Finally, regulations on the prevention of climate damages are part of some approaches. In the background paper “From Climate Crisis to Insurance Crisis” by Anna Lena Samborski from urgewald [1], solutions from other European countries are presented and the German debate is examined. In Germany, the discussion about a restructuring of elemental damage insurance for residential buildings is gaining momentum. The coalition has agreed in the coalition agreement to increase the insurance rate for elemental damages. The background paper by urgewald contains a proposal for a solidary elemental damage insurance. The Left Party recently submitted a resolution [2] on this matter. A legislative proposal from the Ministry of Justice is expected soon. My summary of the BdV conference During the legislative process, it must be ensured that not only the legal and technical insurance details are negotiated in back rooms, but that the associated questions of climate justice and the management of the climate crisis are discussed publicly. The consequences of global warming already cause significant costs today. Who bears these? According to proposals from tenant protection associations and the Left Party, elemental damage insurance should no longer be borne by tenants through the settlement of ancillary costs. In a lecture at the BdV conference, it was emphasized that elemental damages can only remain insurable if investment is also made in prevention. In fact, climate damages are not rising as quickly as climate catastrophes are becoming more severe, because precautionary measures are being taken. But only comprehensive climate protection can preserve our foundations of life – only in this way can they remain insurable at all. Because insurability presupposes prevention, it must be considered that effective prevention requires consistent climate protection. Closing discussion moderated by FAZ editor Archibald Preuschat with Johannes Fechner (Member of the German Bundestag, SPD parliamentary group), Anja Käfer-Rohrbach (GDV), Prof. Dr. Hartmunt Nickel Waninger (SVRV) and BdV board member Stephen Rehmke Photo: © Valeska Achenbach In the background paper “From Climate Crisis to Insurance Crisis” by Anna Lena Samborski from urgewald, solutions from other European countries are presented and the German debate is examined. Parents for Future (P4F) /// Germany 04/2026 NEWSLETTER #48 Page 4 www.parentsforfuture.de (P4F)•Newsletter #48•04/2026 We can only overcome the climate crisis in solidarity; therefore, it seems reasonable to organize the costs of the climate crisis as solidarily as possible. With regard to a basic damage insurance for residential buildings, this should be designed as a compulsory insurance. On the other hand, no new building permits should be issued in high-risk areas. Nor for buildings destroyed by floods that are rebuilt in the same location or without further preventive measures – otherwise solidarity would be overstrained. In the public discussion about basic damage insurance, it is hardly considered that in the case of climate damage, main perpetrators can also be named – above all the fossil industries. These polluters must be held liable for compensating the damages and financing prevention, without each individual homeowner having to sue multiple fossil corporations. For this purpose, for example, the fossil corporations could be required to make contributions to a fund for climate damages (not only to residential buildings). Payments from the fund can then relieve insured persons through lower insurance premiums. Climate disasters do not only destroy residential buildings, but cause a variety of damages (e.g., to public, mixed-use, and commercial buildings, in agriculture and forestry, among others). Here too, robust, solidary solutions are needed. And at the same time, do you wish for a replacement for the vase that broke recently? Or another new picture above the dining table? Then off to the next flea market! Perhaps one will take place near you soon? And if not? Then you can also organize one yourself. For this purpose, we have put together a 5-point plan for you. Five steps to your street, village, farm, or neighborhood flea market 1. Find co-organizers So that you don’t have to organize everything alone and because such a flea market should be a neighborhood project, find co-organizers who will help organize – together everything goes much faster and is more fun. If you don’t yet have a direct connection to the neighborhood, you can ask on nebenan.de who would like to help. Or you can put up a few flyers on street lamps, at the bus stop, or in the supermarket. 2. Define the flea market area and date Perhaps it is obvious in your village or neighborhood where the flea market should take place. If not, define the area precisely – not too large, so that it doesn’t get scattered. A weekend day is suitable as the date, ideally outside of school holidays or long weekends. If there are already flea market dates in neighboring districts, they should not overlap with yours. After all, you also want to attract visitors from the wider neighborhood. Set a time. 10 a.m. to 4 p.m. or 11 a.m. to 5 p.m. is usually sufficient. This action idea originated from “My Friday,” a project by our partners at Content for Future. In their newsletter, they provide a very specific impulse every Friday on what you can do to contribute to greater climate protection, within the Climate Steps. From your personal CO2 footprint to Climate Handprint measures that change the system. ORGANIZE A STREET, YARD, OR VILLAGE FLEA MARKET Parents for Future (P4F) /// Germany 04/2026 NEWSLETTER #48 Page 6 www.parentsforfuture.de (P4F)•Newsletter #48•04/2026 3. Set up a contact point Both for interested visitors and for the neighborhood that wants to participate with their own stalls, a central contact point for information and inquiries is needed during the planning phase. This can be a phone number or an email address; a small website would be great. Perhaps there is an organization you can attach yourselves to? For example, the church community, a village association, or the neighborhood center in the district? This contact point should at least provide the following information: • When and where is the flea market taking place? • How and where can one register? • Who can participate and what should one pay attention to? DO YOU NEED A MAP WITH A STALL OVERVIEW? This depends on the local conditions. If your village or district is rather compact and easy to navigate, and many people are participating, it can work without one. If not, stalls outside the central axes risk being overlooked. The advantage of a map is also that it can boost motivation: The more neighbors are visibly participating, the more the desire of the others rises to be part of it as well. You can create individual maps for your flea market, for example, via uMap (OpenStreetMap, short guide) or also on Google Maps. 4. Announce the event to the city or municipality Flea markets are easy to set up because, as a rule, no permit is required, provided that: • the stalls are set up on private property, • no commercial sales take place, • no food and beverages are sold (the distribution of homemade cake in exchange for a donation is usually not a problem). Briefly inform your city or municipality about the local conditions. Even if the event does not need to be approved, you should at least informally announce it. Then, for example, the police and fire department will know why suddenly more people are around than usual. 5. Advertising and word of mouth To motivate as many people as possible to participate and to attract many visitors, advertising is needed. Distribute flyers and posters If you have some money, have a few flyers printed and drop them into the mailboxes of the neighborhood. You can also ask the baker, kiosk, or hairdresser if you may hang up small posters or other advertising for the flea market. Use existing structures and networks Talk to everyone you know about your plan. Use existing structures: the newsletter of the local heritage association, the city’s event calendar, the blackboard on the village square. If you provide the flyer in digital form, neighbors can set it as their messenger status and advertise for themselves. Or you can list the flea market as an event on nebenan.de. By the way: If you are holding a village flea market, you can also register it on dorfflohmarkt-online.de. PARTICIPATE IN THE HOFFLOHMARKETS If you live in one of the supported cities (currently 17 cities from Augsburg to Cologne to Würzburg), you can also join the Hofflohmärks for a small fee. The organization around the stall overview is then taken over by the Hofflohmarkt team, and the platform also promotes the markets via social media and various partnerships. Parents for Future (P4F) /// Germany 04/2026 NEWSLETTER #48 Page 7 www.parentsforfuture.de (P4F)•Newsletter #48•04/2026 hand-pointerhand-pointer Inform and invite the local newspaper You will also gain visibility for the flea market if you call or write to the local newspaper. This can be a short press release with the most important information on “what, when, where” or an email. In it, you can also offer to conduct a short interview. If you invite the local newspaper to the flea market, you might receive a nice report afterwards. On flea market day This is how you ensure that the flea market day becomes unforgettable for everyone: Colorful and cheerful Get a few balloons, make garlands, paint wayfinding signs with chalk on the street – in short: draw attention to the stalls. This is particularly important if they take place hidden in the garden or backyard. You attract spontaneous visitors with a few posters and arrows at the edge of the flea market area. Create meeting places The most beautiful thing about the neighborhood flea market is meeting with the neighborhood. And it has never been easier: Simply put a few garden chairs or a standing table in front of the door and offer coffee or a few muffins (for example, in exchange for a donation). The conversations arise naturally in this atmosphere. There had already been massive criticism from environmental associations, but also from the business sector, in advance. The grid package contains regulations with which the expansion of PV and wind power is to be better synchronized with the – sluggish – grid expansion. However, Minister Reiche does not want to primarily address the deficits of grid expansion, but rather to brake the expansion of renewables. Key terms for this include, in addition to an improvement of the connection procedure, the “designation of capacity-limited grid areas,” a “redispatch reservation,” and “construction cost subsidies.” Restrictions in bottleneck grids The principle still applies that grid operators are obliged to connect new energy plants to their grid. The grid operators are responsible for ensuring that the grids are expanded accordingly. If the electricity generated cannot be taken up by the grid, the plants can be curtailed (see box). The plant operators receive compensation for the electricity not fed in, which is part of the grid costs as “redispatch costs”. In the future, the obligation to connect to the grid will no longer apply to heavily loaded power grids. Instead, distribution grid operators can designate so-called “capacity-limited grid areas” for a period of up to ten years. The prerequisite is that “significant curtailments” (more than three percent) were required in the grid area during the previous calendar year. The connection of new energy plants can be refused in these bottleneck grids, unless the plant operators agree to a contract with a “redispatch reservation”: They must consent to up to 20 percent of their electricity being curtailed without compensation, which has significant consequences for the cost calculation of the

Und was spricht alles gegen Gaskraftwerke?
