The Wahl-O-Mat Brings Secular Topics into Discussion

The political debate in Germany is shifting toward an explicit confrontation with the separation of state and church, which is evidenced by the inclusion of secular theses in the Wahl-O-Mat and the clear positionings of the parties.

Secular topics like these are now finding their way into the theses of the Wahl-O-Mat. The call for a separation of state and church is gaining political weight.

The text analyzes the increasing consideration of secular topics in the Wahl-O-Mat of the Federal Centre for Political Education ahead of upcoming state elections. It notes that secular concerns, such as the abolition of confessional religious education or the ban on religious symbols in the judiciary and police, are now explicitly asked about. Using the elections in Mecklenburg-Vorpommern and Berlin as examples, the positions of various parties on these topics are contrasted. While the Left and the FDP advocate for a stronger separation of state and church, the CDU, SPD, and AfD defend the existing order or emphasize the duty of neutrality. The text also refers to the 2025 federal election and the debate about the reference to God in the preamble of the Basic Law. It documents how parties formulate their stance on the religious neutrality of the state. The presentation remains factual and quotes the respective party programs. The article concludes with a note about an editorial error in the assignment of a party position.

Politics The Wahl-O-Mat brings secular topics into discussion Should confessional religious education be abolished? Should the wearing of religious symbols by the judiciary and police remain prohibited? Secular topics such as these are now finding their way into the theses of the Wahl-O-Mat. The call for a separation of state and church is gaining political weight. The parties must also position themselves accordingly ahead of the upcoming state parliamentary elections. Peter Kurz 28.08.2026 2 Photo: Tim Reckmann via flickr CC BY 2.0 The “Wahl-O-Mat” of the Federal Centre for Political Education is an online tool used by many people before elections. With the help of this tool, voters can engage in a playful manner with the party programs and compare them with their own political views. In each case, 38 theses are formulated, on which the user can vote. Either with “agree”, with “neutral” or with “disagree”. At the end, a result is output, which informs about which party the user’s views have the greatest agreement with. This may lead to some surprises, but is also perceived as an aid in the decision on the election. The theses selected by the Wahl-O-Mat editorial team can, of course, only cover a part of the program of the parties running for election. Secular and humanist concerns have so far played a rather subordinate role. And that, although 48 percent of the population in Germany are now without a religious denomination. But slowly, awareness for this is also seeping into the theses of the online tool. Currently – ahead of the state parliamentary elections on 6 September in Saxony-Anhalt and on 20 September in Berlin and Mecklenburg-Vorpommern – three Wahl-O-Mats are in operation. While the Wahl-O-Mat for Saxony-Anhalt, in its 38 theses, which deal, for example, with more detention places for deportation, with gas imports from Russia or with a longer duration of primary school, does not ask about any secular topic, in this regard one has already progressed further for Mecklenburg-Vorpommern and Berlin. Election in Mecklenburg-Vorpommern Thus, for the state parliamentary election in Mecklenburg-Vorpommern, in addition to questions on whether there should be more wind turbines or whether mobile phones should be banned from primary schools, this thesis is also put to the vote: “Confessional religious education in public schools in Mecklenburg-Vorpommern should be abolished.” After the user has voted, the positions of the parties on all 38 theses become visible. For example, the parties Die Linke and the FDP, which are otherwise programmatically far apart from each other, vote for the abolition of confessional religious education. Die Linke says: “We advocate that children get to know religion, worldviews and ethics. However, we consider the confessional religious education to be no longer up-to-date. Instead, we rely on a religious education that looks at religion in a comparative, religiously knowledgeable and worldview-neutral manner.” The FDP blows the same horn: “The FDP advocates a clear separation of state and church. State schools should be worldview-neutral. Therefore, we want to replace the confessional religious education in its current form with a neutral education on religions, worldviews and values. The goal is to impart knowledge about different religious and cultural influences while at the same time maintaining state neutrality.” The SPD, CDU, Greens, and AfD see it differently. For the SPD, confessional religious education “is part of the educational offering of public schools. Churches and faith communities are reliable partners for us in social cohesion and in the protection of democratic values. This cooperation is enshrined, among other things, in the Güstrow Agreement and in the Concordat. Abolition would contradict this partnership-based stance and is not pursued by us.” The CDU emphasizes: “We advocate for confessional religious education to be offered regularly and comprehensively at all schools in the state. Teaching in confessional and religiously mixed groups within confessional education has proven successful. Therefore, where a separation by confession is not possible, joint religious education in Christian responsibility should take place.” The Greens show little determination, wanting to discuss the matter first: “School should respect ideological diversity and provide orientation for all children. A reform of religious and ethics education must be plural, constitutionally compliant, and discussed with those affected.” The AfD wants to change nothing and emphasizes: “According to Article 7 of our Basic Law, confessional religious education in public schools is a regular subject. It should remain reserved to the guardians whether their children participate in religious education or not.” The satirical party “Die Partei” answers with only two words to the question of whether confessional religious education in public schools should be abolished: “Except Pastafarianism.” This attitude is likely to please the Church of the Flying Spaghetti Monster. Election in Berlin One of the 38 theses of the Wahl-O-Mat for the elections to the Berlin House of Representatives on September 20 reads: “The wearing of religious symbols should continue to be prohibited for employees of the Berlin judiciary and police.” The CDU, SPD, AfD, and also the FDP agree with the thesis. The CDU justifies it as follows: “State representatives must appear ideologically neutral. Especially in sensitive areas such as the judiciary and the police, which exercise state authority, this neutrality is absolutely necessary to ensure the trust of all citizens in an impartial performance of duty. We therefore adhere to the Neutrality Act.” The SPD joins in and says: “We defend the ideological neutrality of the state. Police and judiciary act in the name of all Berliners. They must therefore appear visibly neutral so that every person has trust in the impartiality of state action. A ban on religious symbols for employees in police and judiciary can secure this neutrality in official appearance and avoid conflicts in the sensitive area of security and law.” The AfD places a different emphasis in its justification: “The enforcement of the duty of neutrality for the judiciary and police is an indispensable foundation for a functioning community and social cohesion. Otherwise, a creeping Islamization in public space and a massive loss of trust by citizens in state institutions are to be feared. For the same reason, we advocate creating a legally secure solution to also be able to unconditionally prohibit the wearing of the headscarf in schools again.” The FDP supports “the ban on religious symbols for employees of the Berlin judiciary and police. Both areas exercise sovereign power and must appear visibly neutral to all citizens. The ideological neutrality of the state strengthens trust in the rule of law and equal treatment. The ban does not concern private belief, but exclusively the exercise of state sovereign tasks.” The Greens and The Left in Berlin, however, see it differently. The Greens argue: “We reject a blanket ban on religious symbols for employees in the judiciary and police. Berlin’s diversity should also be reflected in the public service. Therefore, we want to abolish the Berlin Neutrality Act in accordance with the case law of the Federal Constitutional Court. Restrictions should only apply where they are necessary in individual cases to protect state neutrality.” And The Left argues: “Even if it is formulated neutrally: Such a ban will in practice only affect one demographic group. We therefore reject it as discriminatory.” The satirical party “The Party” says: “We should agree that it is not forbidden, but also not welcome.” 2025 Federal Election By the way, there was also a thesis in the Wahl-O-Mat before the federal election in February 2025 that dealt with the idea of a secular state. This referred to the preamble of the Basic Law, which famously states: “Conscious of its responsibility before God and man, inspired by the will to serve the peace of the world as an equal member in a united Europe, the German people have, by their constituent power, given themselves this Basic Law.” Building on this, the editorial team of the Wahl-O-Mat put forward this thesis for a vote: “The introductory sentence of the Basic Law should continue to contain the phrase ‘responsibility before God’.” The Union parties fully agreed and justified it as follows: “When introducing the preamble, the mothers and fathers of the Basic Law were guided by the following thought: We do not claim for ourselves that we present the ultimate truth, but we are aware that everything we do is man-made. And man can always also be fallible. This still applies today. As Christian-influenced parties, we as CDU and CSU want to stick to the formulation.” The SPD also did not want to pick a fight with God and said: “This formulation reflects the historical roots of the Basic Law (GG) in Germany and emphasizes the ethical foundations of our society. It complements Article 1, which emphasizes the inviolability of human dignity, by implying an obligation to respect this dignity. Preserving these very traditions in the GG strengthens the unity and stability of our pluralistic society.” The Greens ducked out on the topic: “The reference to God in the Basic Law has been controversial since its formulation. However, it has hardly any directive force for our legal situation and is thus nearly insignificant for the lives of people in Germany. The religious neutrality of the state is anchored elsewhere in the Basic Law. Therefore, we see no urgent need to debate the reference to God.” The Left, on the other hand, was clear and positioned itself against the reference to God in the preamble of the Basic Law: “The Left advocates for the separation of state and religion as well as the equal treatment of all religions and worldviews with the Christian churches.” The satirical party “The Party” positioned itself clearly. For its answer to the question of whether the words “responsibility before God” should remain in the preamble, it was also satisfied here with just two words. It used the religious oath formula adopted from Arabic: “Vallah, no.” The preamble of the Basic Law has not been changed since then. And while secular zeitgeist is treading water here, there was even a corresponding step backward in another constitution. Saarland added a reference to God to its preamble last April, which Philipp Möller, the chairman of the Central Council of the Non-Religious, commented on as follows: “The new preamble in Saarland is totally out of date and fits better into the church republic of the last millennium.” Editor's Note (August 28, 2026, 1:30 PM): In the Berlin Wahl-O-Mat question "The wearing of religious symbols should remain prohibited for employees of the Berlin judiciary and police," we inadvertently recorded the AfD's answer for the FDP as well.
