The heat transition can only succeed as a joint project that requires reliable legal framework conditions, financial support for structurally weak municipalities, and a priority for climate-neutral district heating.

The heat transition can only succeed with strong municipalities, strong municipal utilities, and good working conditions for employees

ver.di and the Climate Alliance Germany call in a position paper for heat supply to be understood as part of public essential services and organized as a communal infrastructure. They demand from the federal government a transformation fund, targeted funding programs, and credit guarantees to relieve municipal budgets for investments in modern heat networks. The heat transition must not depend on the prosperity of a municipality; structurally weak regions must be supported more strongly. The organizations emphasize that reliable legal framework conditions and planning security for investments are necessary. District heating from climate-neutral sources should take priority where it is economically and climatically sensible. They warn against shifts in energy and climate policy direction and demand an affordable, binding roadmap for the phased phase-out of fossil fuel heating. The heat transition can only succeed as a joint project with strong municipalities, municipal utilities, and good working conditions.

Heat is part of public provision of basic services, it says in a new policy paper by the two organizations: The supply of heat must be affordable for all and therefore must be conceived and organized as communal infrastructure. Under the title “More Solidarity in Heat Supply,” the organizations call on the federal government to support heavily burdened municipal budgets with a transformation fund, targeted funding programs, and credit guarantees for the construction of modern heat networks. “The heat transition must not depend on how rich or poor a municipality is,” emphasize ver.di and the German Climate Alliance. To prevent regional losers, structurally weak regions must be supported significantly more strongly. “The heat transition will only succeed with strong municipalities, strong municipal utilities, and good working conditions for employees,” says Alexander Parasidis, the chair of the works councils of municipal utilities in the supply and disposal sector at ver.di. Municipalities have long since set out on the path to the heat transition. By the end of June 2026, cities with more than 100,000 inhabitants had to submit their municipal heat plans. “Now it is about reliable legal framework conditions, about planning security for investments,” adds Christoph Schmitz-Dethlefsen, federal board member for supply and disposal at ver.di. “The federal government must support municipalities with a clever mix of regulatory law, funding, and financing instruments. Otherwise, it will go wrong.” Stefanie Langkamp, Managing Director for Policy at the German Climate Alliance, emphasizes the financial benefit for consumers: “The cheapest heat is that which makes us independent of price spikes in the international oil and gas market. Those who continue to rely on fossil fuels today must expect higher costs and risks in the future. We need an affordable and binding roadmap for the gradual phase-out of fossil heating – the earlier, the better for the climate, for supply security, and for the wallet.” In the paper, ver.di and the German Climate Alliance demand that municipal heat planning be implemented quickly. Citizens, municipal utilities, and investors now need quick clarity on where heat networks will be available in the future and where decentralized solutions such as heat pumps are recommended. For district heating – especially from climate-neutral sources such as geothermal energy, large-scale heat pumps, or waste heat – there should be a clear priority where it is possible. Therefore, there needs to be a priority for grid connection if this is economically and climatically sensible. Affordable district heating works best as a solidarity model, because “the more customers are connected to a heat network, the lower the specific costs per household.” ver.di and the German Climate Alliance warn against constant changes in energy and climate policy direction and demand clear, reliable framework conditions for a socially just transformation of our country: “The heat transition will only succeed as a joint project.”
