The planned Building Modernisation Act sabotages the energy transition, deepens fossil fuel dependence, and leads to a social cost trap, which is why active resistance is called for.
The Parents for Future newsletter sharply criticises the plans of the federal government, in particular the planned Building Modernisation Act (GMG), which again permits the installation of new gas and oil heating systems. The authors argue that this policy sabotages the energy transition, prolongs fossil fuel dependencies, and manoeuvres tenants and owners into an expensive cost trap. It is claimed that the planned blending of biofuels is technically and economically unsustainable and will miss the climate targets. In response to this political development, the text calls for protest actions, petitions, and participation in a nationwide week of action. The criticism is directed both at the Minister of Economics and at the coalition parliamentary groups, which are said to have acted under lobby pressure and populist promises. The text combines political analysis with concrete recommendations for action for the readership, in order to engage against the 'gas cost trap'.

Dear readers,
Economics Minister and lobbyist Katherina Reiche is working on three draft bills with which she is sabotaging the energy transition and cementing our fossil fuel dependency. The grid package is intended to slow down the expansion of wind and solar power. The amendment to the EEG makes small-scale photovoltaic systems uneconomical. The changes to the GEG lead into the gas cost trap and prolong the phase-out of fossil fuel heating systems. Ms. Reiche, that is enough!
Resistance is brewing from the taz to the BDI, protest actions are underway or in preparation. Get involved – there are various ways to engage.
In addition, we are dealing with education in this issue: We introduce the “Klimadialoge” (Climate Dialogues) and the new Climate Report by Scientists for Future Mainz, recommend two child-friendly museums as well as two exciting podcasts (Spoiler: the Kangaroo Rebellion is starting). And since reading educates, we also have book recommendations on offer – and are giving away three copies. However, you will have to solve a riddle for that.
Finally, we travel to Costa Rica, the USA, and for the “good news” around the world.

NEWSLETTER #47 Page 2 www.parentsforfuture.de (P4F) • Newsletter #47 • 03/2026
The most important message for the public: The new “Heating Act” again allows the installation of new gas and oil heating systems, and existing ones should also be allowed to continue operating indefinitely. The 65% regulation from the GEG is being removed. Climate targets can now also be achieved through a phased transformation of fuels towards “bio-oil” and “biogas”. New heating systems must use an increasing share of CO2-neutral fuels (“bio-ladder”), starting with a share of 10 percent from 2029. In addition, a moderate green gas quota or green heating oil quota is to be introduced generally for natural gas and heating oil, starting with “up to one percent” from 2028.
Regarding the availability of bio-fuels, the federal government relies entirely on market mechanisms, which Economics Minister Reiche wants to “incentivize”. However, the required quantities will almost certainly not be available. Neither the agricultural land in the country nor the import capacities are sufficient for that. Moreover, the use for building heat competes with other application areas where these bio-products are urgently needed, driving up prices there: The BDI points to the demand in industry, the Wuppertal Institute and the Institute of the German Economy point to the increasing demand for biomethane for secure power supply during dark stills.
“FREEDOM TO DO ABSOLUTE NONSENSE” BUILDING MODERNIZATION ACT (GMG)
The key points of the Building Modernization Act (GMG), which is intended to replace the current Building Energy Act (GEG), were presented by the coalition parliamentary groups on February 24. With it, the Union wants to fulfill its election campaign promise to abolish the Heating Act and return “their freedom” to homeowners, a “freedom to do absolute nonsense,” as the taz headlined.
NEW “HEATING ACT” (GMG):
MAIN CRITICISMS • Wrong signal: Oil and gas heating allowed again • Uncertainty among customers and in the heating market • Smoke screen: The “bio ladder” will not work • Cost trap: Heating with oil and gas will become very expensive • De facto abandonment of climate targets Image: oblePix – Adobe Stock
Parents for Future (P4F) /// Germany 03/2026 NEWSLETTER #47 Page 3 www.parentsforfuture.de (P4F)•Newsletter #47•03/2026 A wrong signal The GMG sends the signal that a switch in heating technology is not necessary. However, a consistent strategy cannot be discerned, and the funding modalities for the installation of heat pumps are not yet finalized. At least until 2029, there is to be a continuation of “sufficient funding.” How this is to be designed is still a matter of negotiation. The consequence: Households are being made uncertain and are delaying investment decisions, which has a negative impact on industry and the skilled trades. The Institute for German Economics (IW) rules: “For reasons of planning security, the mandate to install climate-neutral heating systems must have been retained.” It is also open whether the intended regulations will stand up against statutory requirements, such as the supreme court decisions of German courts or the provisions of the European Energy Performance of Buildings Directive (EPBD).
Climate targets de facto abandoned With the plans for the GMG, not even the – very weak – German climate targets can be achieved. Formally, the coalition does adhere to the climate targets, but does not act accordingly. There are no statements whatsoever on how the targets in the building sector are to be achieved. The key points no longer contain any steering effect, the climate effect of the blending of bio-fuels is too small, and in the long term, lock-in effects take effect: Newly installed fossil fuel heaters remain in operation for longer and produce harmful CO2 for longer. The decoupling of the GMG from municipal heat planning can also have a disadvantageous effect: After the completion of the planning, there are no longer any increased requirements for heat supply. The signal of “continuing as before” makes the expansion and acceptance of heat networks and the phased dismantling of gas networks more difficult.
Cost trap, especially for tenants Switching to a sustainable heating solution is not prohibited, but those who, in their new “freedom of choice,” opt for the fossil fuel solution or are prescribed it by their landlord will inevitably fall into a cost trap: In a few years, there will be a significant price increase for heating with gas: The fuel gas will become more expensive, in particular due to a rising green gas quota, the CO2 price will rise, and the fixed costs for gas networks must – regardless of all political decisions – be passed on as network charges to a decreasing number of gas customers. How tenants are to be protected from the cost trap is still completely open.
Social and political risks Wrong investment decisions, with the consequence of sharply rising heating costs, endanger social cohesion. Resentment and economic hardship strengthen right-wing populism and endanger social peace. The de facto abandonment of German climate targets also leads to frustration, especially among the young population, and to a loss of credibility of political actors who simply ignore supreme court rulings. With the GMG, the phase-out of fossil gas and oil is delayed, and at the same time a new dependency is being built up: on the import of large quantities of green gas. This leaves Germany highly economically dependent on external actors and politically vulnerable to blackmail. The danger of international disputes over access to fossil and bio-energy resources is increasing.
How did it come to this?
If even taz and BDI agree in their criticism of the key points regarding the GMG, one asks oneself how this outcome could have come about. Two factors were likely decisive: the lobby interests of the energy industry, which has a very effective bridgehead in the Federal Ministry for Economic Affairs through its former manager Katherina Reiche, and the populist smear campaign against the “heating hammer” in the run-up to the last federal election. The Union had to fulfill its election promise to “abolish” the heating law, otherwise it risked being denounced from the right as “Habeck light”. The SPD, which has yielded to Union pressure, is now trying after the fact to make the GMG at least somewhat more tenant-friendly, with which the fundamental design flaws cannot be remedied.
Tip: Read in the article “Out of the gas cost trap!” on the following page how GermanZero intends to prevent the Building Modernization Act (GMG).
Wolfgang Schöllhammer Newsletter Editorial Team
Parents for Future (P4F) /// Germany 03/2026 NEWSLETTER #47 Page 4 www.parentsforfuture.de (P4F)•Newsletter #47•03/2026 In Germany, around 20 million households heat with natural gas. They have just received their bill. For most, it rises every year.
Energy experts warn that this price increase trend can hardly be stopped anymore. Those who can switch to the cheaper heat pump or into a clean district heating network.
Since the war in Ukraine and in the Middle East, many have realized how quickly fossil heating becomes more expensive. But unnoticed and already for years, another cost spiral is turning, which is even larger – the “network charges”.
These are the fixed costs for the maintenance of large local gas networks. Today they are distributed among significantly fewer households than before. Studies predict for the mid-2030s that gas heating bills could more than double [Source 1 + Source 2]. For a family of four, the network charges alone will lead to additional costs of around 2,000 euros annually by 2045.
What is our federal government doing now? It should end the gas dependency, help citizens with the rapid transition, and provide clean, affordable heat. Instead, however, it is inventing an additional cost increase: The Union and SPD plan to render the “heating law” unusable (officially it is called “Building Modernization Act”, see article on page 2). If the Bundestag does not prevent this by mid-June, very expensive hydrogen and far too scarce biomethane will be mixed into the gas networks. Economics Minister Reiche is taking over the greenwashing terms “bio ladder” and “green gas” from the gas lobby and wants to strike the important 65% rule for renewable energies. The result: Greenhouse gases will decrease even more slowly than in the current law. And gas heaters would become several hundred euros more expensive annually.
This hits many of us hard. Affected are millions of tenants and homeowners with tight budgets. If politics does not counteract, we will slide deeper into the gas cost trap. We must not allow this.
#WegVomGas Petition: Over 100,000 people have signed Resistance is now stirring: In early March, GermanZero launched the nationwide consumer protection initiative “Out of the gas cost trap”. It aims to help those affected to make heat affordable and climate-friendly.
This includes an online petition addressed to the federal government. The For Future alliance has officially campaigned for it – with great success: In the first three days, 100,000 people across the country immediately signed. They all want #WegVomGas.
From March 23rd to 29th, a nationwide action week follows, to which For Future groups are also invited to participate. Local groups distribute information flyers on site, show those affected heating tips, and the interactive gas cost calculator on the website.
Do you want to strengthen this initiative? For climate activists, further webinars, social media waves, and on-site actions will take place until the end of the year. All information is now available at germanzero.de/projekte/gaskostenfalle.

GET OUT OF THE GAS COST TRAP!
Question: The Climate Dialogues, how did they come about?
Answer: The trigger was a party conversation. There, a group of nice people discussed electric cars. It quickly became clear that they are interested in climate protection and motivated. They discussed in a factual and constructive manner, but unfortunately based on completely wrong, or at least outdated, facts and assumptions. This was the birth of the Climate Dialogues.
When interested people discuss climate, they should have the necessary facts and sources readily at hand. That is the idea of the Climate Dialogues.
Question: How can I imagine that concretely?
Answer: Very classically – some say old-fashioned – as a blog on the internet. For each climate topic, there is an overview text. From electric cars to wind turbines and batteries, to the dark lull or nuclear power. Focused, solution-oriented, and entertaining.
Question: Your website mentions “party-suitable”... Answer: Yes, climate protection can also be fun. Humor is legal. Admittedly, the attribute party-suitable presupposes a certain nerd level of the party, but the Climate Dialogues can not only inform but also entertain. After all, climate change offers all the elements of a Dan Brown action thriller.
As early as 1856, Eunice Newton demonstrated the greenhouse effect in the laboratory. Since the Club of Rome, the limits to growth have been generally known. This called dark forces of the oil lobby into action in the 1980s, who wanted to protect their old world of fossil fuels and billion-dollar profits. With shady methods and massive disinformation, climate research has been discredited since then, and climate protectors have been pressured and threatened, before in 2018 a new hope emerged, initiated by a young girl with only a simple cardboard sign and persistence as magical weapons.
Question: Is all that found on Klimadialoge.de?
Answer: Indeed. The site covers more than just wind turbines and PV. The history of climate research is also found there. I also address the backgrounds of climate deniers and describe tips and strategies for dealing with climate skeptics. A look into our climate-neutral future is also included – Flux compensator included.
ALLIANCE PARTNER INTRODUCED:
KLIMADIALOGE.DE The Climate Dialogues explain climate change and which solutions really work in an understandable and structured manner. Compact, well-founded, and party-suitable. Every Sunday, a new text arrives punctually with the first coffee.

However, the most important part remains the collection of solutions with which we can act today and stop global warming.
Question: How does one convince climate deniers, in your experience?
Answer: Mostly not at all. That is not the goal either.
True climate deniers do not want to be convinced, but deliberately spread false information. The fossil lobby has invested billions of dollars for more than forty years for that. Especially on social media, climate deniers are widespread and very loud.
A factual discussion is not worth it either, because their goal is not the gain of knowledge. In the meantime, I only refer climate deniers to the texts of the Climate Dialogues. In the FAQ section, the typical claims are collected and refuted or explained.
Question: Do the deniers read that?
Answer: Rarely, but one always writes for those who read along as well. Besides the “full-time” climate deniers, there are many who are interested but uncertain.
Let’s be honest, climate change is complex and hard to imagine. Even committed climate activists struggle to explain the causes of climate change precisely. And the IPCC reports are completely incomprehensible to most people. It helps to make information and connections more easily accessible. The Climate Dialogues start with the basics, and all sources are directly linked.
There is also a text for skeptics who want to understand the evidence for climate change in more detail. In the end, one always ends up with the motive.
Question: Now we are back to the action thriller?
Answer: Roughly. Climate change is complex, and none of us can verify all the studies ourselves.
In the end, the question of motive arises with all information.
There are many bad reasons to deny climate change. For the oil empire, the business model collapses due to renewable energies. Of course, that is why they use a lot of money to do everything to downplay the consequences of fossil fuels. Similar things have already been experienced with the tobacco industry. But who would have a motive to invent a climate change?
Question: Critics say that climate change is just a business model.
Answer: Of course, one also makes money with climate change. No one gives away wind turbines, PV systems, or electric cars out of charity. But what is that supposed to prove? For example, the fossil industry earns much more money, more than 3 billion US$ in profit – per day.
Even viewed temporally, it makes no sense. Climate change has been known since the 1980s, but only today is money being made from it. How exactly does this mysterious business model work? I invent a climate change, produce consistently falsified research data for decades, only to sell a few wind turbines and PV systems decades later? Oh yes, and quite incidentally, I make the entire oil, coal, and gas industry my enemy, and thereby not only the most powerful companies in the world, but also a few militarily very well-equipped states? Brilliant idea.
So why do all those scientists and institutes speak so vehemently about climate change for more than 30 years? The very simple explanation is: Climate change is real and it is now. The faster we act, the better our future – and the cheaper it will also be.

The number of electric buses in German cities is growing. In 2025, almost every second newly acquired city bus was electric. In total, 4,750 buses with alternative drives are in operation in public transport in Germany. These figures were published by the consulting firm PWC.
However, the transport companies remain dependent on public funding. A twelve-meter-long solo battery bus cost 580,000 euros last year, almost twice as much as a comparable diesel bus costing 310,000 euros.

Parents for Future (P4F) /// Germany 03/2026 NEWSLETTER #47 Seite 4 www.parentsforfuture.de (P4F)•Newsletter #47•03/2026 In Deutschland heizen rund 20 Millionen Haushal te mit Erdgas.
Was unternimmt unsere Bundesregierung jetzt?

Letzt endlich landet man immer beim Motiv.
Antwort: So in etwa.
Doch was soll das beweisen? US$ Gewinn – pro Tag.
Brillante Idee.
