The introduction of a humanist military chaplaincy is to be understood as an equivalent, secular offering that reflects the life reality of soldiers without a religious affiliation and closes a gap in the existing pluralistic chaplaincy.

The question of a modern pluralistic military chaplaincy is gaining increasing importance in Germany. Although the Bundeswehr has established chaplaincy structures for Protestant, Catholic, Jewish, and in the future Muslim soldiers for decades, there is still no equivalent offering for those who do not belong to a religion.

The text analyzes the demand of the Humanist Association of Germany (HVD) for a humanist military chaplaincy in the Bundeswehr. It contrasts this with the existing Protestant, Catholic, and Jewish chaplaincy and discusses the motivation behind this demand. The speaker refers to current reports from the Humanist University of Berlin and interviews that emphasize the urgency of a secular offering for soldiers without a religious affiliation. He criticizes the unclear distinction between 'ideologically neutral' and 'humanist' as well as the political lobbying of church representatives. Using the example of the Protestant Military Bishop, it is shown how religious institutions tie their structures to the expansion of the Bundeswehr. The text advocates for a more precise definition of the specific humanist character in order to demonstrate the equivalence with religious offerings.

Welcome to the new Freigeist episode. Today I dare to speak about a topic that is barely present in public discourse, but which some functionaries of secular organizations sometimes contemplate and which has been controversial among them for decades. I am referring to humanist military chaplaincy. Yes, what is that? The background of this idea is as follows. The Bundeswehr currently offers only Protestant, Catholic, and Jewish chaplaincy. However, a large proportion of the female and male soldiers no longer belong to any church. Therefore, the demand seems logical to establish an equivalent secular offering aimed at non-religious people. The following goals are envisioned: ethical guidance, accompaniment in moral questions and doubts, but precisely without any religious reference. Also support in life issues that may arise, where one then relies on reason, empathy, and humanity, without religion. And thereby, in particular, the fulfillment of equal rights, namely that there is then protection and care also for people in the Bundeswehr system who do not believe in God. Now, one may ask, is there such a specific worldview-related need, or are the problems that occupy people simply a matter of psychology, is psychological counseling not sufficient? And depending on how seriously one takes the concept of worldview and the reference to worldview in people's thinking and feeling, one will say, yes, there are indeed questions about which one wants to speak with someone whom one can assume thinks similarly in fundamental matters, as oneself. That is, a need for worldview counseling. The association pursuing this programmatic demand is the HVD, the Humanist Association of Germany, which has had this, so to speak, on its agenda for a long time. In fact, I remember that at the first event I attended in 1993, which was a conference in Berlin of the then newly founded HVD, that it was already a topic there. They had contact with Dutch humanists, among whom a humanist military preparation already existed at that time. And they had that in view. But it was already controversial at the time, because pacifists within their own association said, yes, what is that for? Then we would be contributing to the military system, and can we be responsible for that? And the others said, well, it is about the people in this Bundeswehr system. And then the question arises, should such counselors wear a uniform, probably rather not? Should they be integrated into the chain of command, probably rather not? Should they be state-funded? Well, and then we come to the self-interests of associations. And there the demand is, of course, especially since the others are also state-funded. One would then like that as well. One can compare this topic with the so-called institution of chaplaincy, that is, there is also hospital chaplaincy and prison chaplaincy. And yes, so one can always ask the question, should worldview counselors only get access to the people? Or should it be offered in a more structured way, so that then a cooperation with the state becomes necessary? Where it then concerns rights and duties and in particular also money. Now, recently a report appeared on the homepage of the Humanistic University of Berlin. From the HVD, a humanistic university in Berlin emerged, which reflects on topics around humanism. Report from March 4, 2026: Military Chaplaincy in the Bundeswehr. Why the Bundeswehr needs humanist military chaplaincy? I read out what is on the page. The question of a modern pluralistic military chaplaincy is gaining increasing importance in Germany. Although the Bundeswehr has had chaplaincy structures for Protestant, Catholic, has established for Jewish and, in the future, Muslim soldiers, an equivalent offering for those who do not belong to any religion is still missing to this day. Moreover, this group is long no longer a minority, neither in civil society nor in the armed forces. In a briefly broadcast interview on Deutschlandfunk, the program was Tag für Tag. In this case, the interviewing journalist was Christian Röther. The broadcast aired on January 30, 2026. There, Sven Thale, Vice Rector for Worldview at the Humanistic University Berlin and Federal Commissioner of the Humanist Association of Germany for Chaplaincy in Institutions, emphasized the urgency of a humanistic offering. Approximately half of the people living in Germany are non-denominational, and in the Bundeswehr, the proportion is comparably high. Nevertheless, to date, there exists no worldview-neutral form of chaplaincy that reflects the life world of these soldiers. In the text, it actually does not say "Soldaten" (soldiers) here, but "Soldatinnen" (female soldiers) with a colon. And this is also inconsistent in the report. In some places with a colon, in others with an asterisk. I do not want to read this out as it is, this corruption of the written language. And to do so inconsistently. That is truly absurd and benefits no one, as I wish to note generally on the occasion of this HVD text. This report has a then-current occasion. Namely, a study has been commissioned by the Protestant Military Chaplaincy. It shows that 91% of soldiers consider military chaplaincy important and that in the case of deployment abroad, this value even rises to 95%. And this is picked up positively here by the Humanistic University, which then says, clearly, confidential conversations are indispensable in stressful situations. This is demonstrated by that. But secondly, it also shows that the current structures have a gap. And they then write that they offer help that consciously or unconsciously transports a religious perspective, even if most of those seeking help are not religious. This is, of course, the decisive argument. To be addressed here immediately. And yes, then it is described what humanistic chaplaincy wants to do. Namely, it works without religious binding. It is about meaning and responsibility as well as moral orientation purely from human coexistence, that is, compassion and reason. And it is listed again what the clear basic ideas are. The human being stands at the center, not faith, not the Transcendent, but the human being with their experiences, worries, and needs. Meaning and morality arise from human coexistence. And therefore, a confidential support without a religious framework is required. And with that, one also achieves worldview congruence. Because whether a chaplaincy offering is perceived as helpful or as foreign often depends on whether the person one is facing shares one's own basic assumptions. In this sense, a secularly oriented chaplaincy can offer a life-nourishing form of support. I have therefore used formulations that are named there on the homepage. It is also pointed out that other European countries are already further along in this regard, especially the Netherlands since the 1960s, but also Belgium, Norway, and Great Britain. I will return later to the regulations in other countries. So the conclusion is that it is not about replacing religious chaplaincy, but about expanding the spectrum so that it reflects the social reality and thus brings social responsibility into view. And it is then said that a humanistic military chaplaincy would, in this context, be more than just a service offering. It would be a societal signal. We take worldview diversity seriously. We see the life reality of young people. We create structures that modern values to take into account. Yes, end of quote from this website. That is, of course, skillfully crafted. It is clear that if one wants to establish such a project, one must presumably argue in this manner; what is said regarding the rationale of human solidarity is very comprehensible. One can hardly object to that. One might critically inquire whether the specific worldview-based character is precise enough, because what is referred to there—reason, human solidarity, responsibility, and mutual consideration—would certainly also be claimed by the religious military chaplaincy. And well, if one wants to operate on the ticket of equal treatment as a worldview association, then one must, of course, positively name what the worldview-based character means in one’s own sense, what the specific feature of humanism is. And I think that is not accomplished with words like, yes, it is to be open and we represent diversity, and so on. At one point in the text, it is also stated that it concerns a worldview-neutral form of counseling. Yes, but worldview-neutral and worldview-humanist are not the same thing. So, perhaps it would need to be sharpened a bit more in the sense of the HVD. Yes, then let us look at how those who already exist do it, for example the EKD, the Evangelical Church in Germany. There is the Evangelical Military Bishop. This institution has existed since 1957, and as a self-presentation on the homepage of this offering, one reads the following: Soldiers also need the church. In deployment, their lives may be at stake and they use deadly weapons. This raises profound questions. Moreover, the locations of deployment change. Therefore, the church must go where soldiers work. The Evangelical Military Bishop leads the chaplaincy at the locations and in the deployments of the Bundeswehr. In doing so, he is entirely church and acts independently. No commander can give him or the military clergy instructions. End of quote. Now, the Military Bishop of the EKD is currently Dr. Bernhard Fellenberg. And yes, he is a shrewd lobbyist for his own cause. One reads as a report from July 8, 2025, and he is a shrewd lobbyist. One reads as a report from July 8, 20. July 20. In view of the planned expansion of the Bundeswehr, that is, the Bundeswehr is being expanded, as we know, in view of this expansion, the Military Bishop of the Evangelical Church in Germany, Bernhard Fellenberg, demands from Defense Minister Boris Pistorius more positions for the military chaplaincy. I hope that the ministry now, where there is more money, also thinks of the military chaplaincy, said Fellenberg. End of quote. So, the goal of the Evangelical Church is a proportional growth alongside the military. And clearly, that is how one sees it regarding one’s own offerings. I also mention that there was a report from December 5, 2025, to announce that the Military Bishop Bernhard Fellenberg has been appointed to Stigrad and succeeds the Evangelical theologian Petra Barr there, who has been State Secretary in the Federal Ministry for Family Affairs since May 2025. Congratulations. I have found another quote, which reads: According to the Military Bishop, the demand for offerings of the military chaplaincy is high and the rate of church withdrawals among members of the Bundeswehr is very low. Yes, it may be that there are few withdrawals among the members of the Bundeswehr, because they have already withdrawn beforehand. There is a Latin saying that has reflected the motto of the Evangelical chaplaincy in the Bundeswehr since the end of the 70s, namely Dominisimus. We are the Lord’s. Dominisimus. Well, I have read richer Latin sayings. At approximately 100 Bundeswehr locations in Germany, there are Evangelical military pastors and pastorines who lead the military parishes, where a parish helper or parish helperess can also work. They have no military rank, do not wear a uniform, and therefore do not belong to the military hierarchy. And, of course, they are subject to the seal of confession and the associated duty of confidentiality. This is how it is described on the corresponding page on the internet. Military chaplaincy supports them in personal, family, or professional challenges, for example in cases of loneliness, questions of faith, conflicts, stress from bereavement, questions about the future, or life crises. Even simply a conversation can already be a relief, but also without judgment. End of quote. I too refrain from judgment. However, I would like to point out that among the questions one can ask there is the question: Will the military chaplain try to convert me? And the answer is: No. Military chaplaincy respects your personal conviction, regardless of religion, worldview, or lifestyle. The goal is not proselytizing, but accompaniment, support, and guidance in the existing situations. I add a small digression. In the GDR there was no military chaplaincy. And this led, after reunification, to a debate within the Evangelical Church. Because, yes, well, the eastern regional churches were not enthusiastic about it. Then, in 1994, the Compromise of Halle was reached, which established the status quo but at the same time allowed the East German Protestants to save face. Namely, the Military Chaplaincy Agreement was not adopted. And this was then confirmed again in a similar manner at a synod in Anberg in 2001. The eastern regional churches have therefore not acceded to the Military Chaplaincy Agreement. But it was then understood as a joint task of the EKD, so to speak at the federal level. And that is why the existing regulations have since also been applied in the new federal states, skillfully arranged. Now, and what about the Catholic Church? There is, of course, the Catholic Military Bishop. This has been Dr. Franz Josef Oberbeck, the Bishop of Essen, since 2011. He is the successor to Walter Mixa. Mixa was, after all, a very prominent Catholic bishop. Well, now it is Oberbeck. On the corresponding page of the Catholic Church, one finds a word from the bishop; I quote: "The Church of pastoral care is therefore a Church of breadth, which takes on the accompaniment of soldiers, their families, and the people with whom they live, in order, from its self-understanding, to be close to people who serve peace and justice, from the power of the Gospel and in faith." End of quote. The legal foundations are also given there right away. And perhaps of interest is indeed the Reich Concordat of 1933, Article 27. This is also linked right there, and in order to give meaningful expression to the historical weight, I would like to read a little from it: "His Holiness Pope Pius XI and the German President of the Reich, guided by the common desire to consolidate and promote the friendly relations existing between the Holy See and the German Reich, and willing to regulate the relationship between the Catholic Church and the State for the entire area of the German Reich in a manner satisfactory to both parties on a permanent basis, have decided to conclude a solemn agreement, which is to supplement the concordats concluded with individual German states and is also to ensure uniform treatment of the relevant issues for the other states. For this purpose, His Holiness Pope Pius XI, to his plenipotentiary, one would expect to his plenipotentiary, but the 'her' probably refers to Holiness. So again, His Holiness Pope Pius XI, to his plenipotentiary, His Eminence, the Most Reverend Lord Cardinal Eugenio Pacelli, his Secretary of State, and the German President of the Reich, to his plenipotentiary, the" Vice Chancellor of the German Reich, Mr. Franz von Papen, declared that, after their respective powers of attorney had been exchanged and found to be in good and proper form, they had agreed on the following articles. And in Article 27, it states that the German Reichswehr is granted exempt pastoral care for its Catholic officers, officials, and enlisted personnel, as well as their families. The direction of military chaplaincy lies with the Army Bishop. His physical appointment is made by the Holy See, after the latter has contacted the Reich government, and so on and so forth. And at the end, the detailed provisions regarding the organization of Catholic military chaplaincy are to be made by an apostolic brief, which is evidently a short declaration, as "brev" means short. The regulation of the civil service status is to be carried out by the Reich government. So, everything is in order. Yes, and by the way, there is a bishop’s church of the Catholic Military Bishop for the German Federal Armed Forces. This is the St. John’s Basilica on Lilienthal Street in Berlin-Kreuzberg. Kreuzberg, who would have thought that? So, then there is a third corresponding institution alongside the Catholic and Protestant ones, which has now been established. Since 2021, one can read on the corresponding page of the Federal Armed Forces online that, since 2021, Jewish military chaplaincy with its five nationwide branch offices is being established within the Federal Armed Forces. There is thus a military rabbinate, which is located in Berlin, and the first Federal Military Rabbi, Mr. Zolt-Balla, began his work in 2021 and is quoted as follows: “Our most important task is to support Jewish soldiers in basic service and in overseas deployments in the practice of their religion. We help, for example, in the provision of kosher food, take care of religious instruction, support in the observance of Jewish holidays, and are, of course, available for conversations about everything that concerns our soldiers. Mr. Balla comes from Budapest. He is not in an employment relationship with the state, but is directly employed by the Central Council of Jews, and he is a rabbi in Leipzig, also the State Rabbi of Saxony, and a board member of the Orthodox Rabbinical Conference. So, he certainly knows a lot about kosher food. Now one might ask, how strong is the demand actually? How many Jewish soldiers are there in the Federal Armed Forces? This is also one of those questions that can be clicked on the homepage, but the answer is sobering. It reads: “The exact number of Jewish members of the Federal Armed Forces is not known, as religious affiliation and other religious and philosophical convictions are considered particularly sensitive and therefore protected data. These are not collected upon entry into the Federal Armed Forces.” End of quote. Yes, and what about the Muslims? I found the best summary on the Catholic DOM Radio.de. Report from March 4: “Muslim military chaplaincy to start soon, according to the advertising officer.” According to the advertising officer Henning Otte (CDU), a Muslim military chaplaincy for the Federal Armed Forces is to be available soon. The Ministry of Defense is preparing a corresponding tender, it says in the current annual report, which Otte presented in Berlin on Tuesday. With the offer, it is expected that it can be implemented as early as this year. So yes, apparently by the end of 2026. This will finally close a gap that has existed until now. According to the advertising officer, there are around 3,000 soldiers of Muslim faith in the Federal Armed Forces. Okay, so with the Muslims, we know that. According to the Soldiers’ Act, every soldier has the right to chaplaincy and undisturbed religious practice. And so on and so forth. Military chaplaincy is financed and organized by the state. The Churches and religious communities are responsible for the content and also provide the chaplains. Speaking of the legal situation. The Soldiers’ Act was mentioned, the Act on the Legal Status of Soldiers. And there it is Paragraph 36, Chaplaincy, which reads: The soldier has a right to chaplaincy and undisturbed religious practice. Participation in worship is voluntary. Period. Otherwise, also applicable is, of course, Article 140 of the Basic Law, which states that the articles on religious policy of the Weimar Constitution continue to apply, in particular Article 141 of the Weimar Constitution, which I will also read out, and which reads: To the extent that there is a need for worship and chaplaincy in the armed forces, in hospitals, penal institutions, or other public institutions, religious communities are to be admitted to perform religious acts, while all coercion is to be avoided. End of quote. So, this is the constitutional rank of institutional chaplaincy, but it only states that they are to be admitted. That the state pays for it is not stated

Also weltanschaulicher Beratungsbedarf. In diesem System Bundeswehr. Meldung vom 4. März. Muslimische Militärseelsorge startet laut Werbeauftragten in Kürze. Also ja, jetzt offenbar Ende 2026.
